Consider Establishment of an Ad Hoc Committee
To Review Gang Activity
As the City Council is aware, incidences of gang -type
behavior and activities in Moorpark have been increasing. In
1989 -90, the City held community awareness meetings at which
much of the discussion related to gangs. During this same
time, the City established a comprehensive graffiti abatement
program.
The Sheriff's Department continues to report more gang -type
incidents and field contacts. A report from Lt. Rodriguez on
the subject of gangs will be forthcoming in the near future.
It is apparent that the City needs to actively address the
gang issue. To this end, Mayor Lawrason, Mayor Pro Tem
Peres, Lt. Rodriguez and the City Manager recently met to
discuss this subject and suggest an initial course of action.
It is recommended that a meeting(s) be held consisting of
representatives of:
1. City (3) 2 Councilmembers and City Manager
2. MUSD ( 2 ) 1 Board Member and 1 Staff Person
3. Sheriff (2) Lt. Rodriguez and 1 other
4. Moorpark Boys Executive Director
& Girls. Club
5. Chamber of Commerce 1 Representative
The purpose of the meeting would be to discuss means of
addressing the issue with a report back to the Council. The
focus of this ad hoc committee is intended only to help
determine potential courses of action and who should be
directly involved in these efforts.

One of the things that would be addressed by the Committee is
formation and membership of a task force that would
thoroughly review the matter. Both Mayor Lawrason and Mayor
Pro Tem. Perez have expressed a desire to represent the City
on the ad hoc committee.
STAFF RECOMMENDATION
Establish an ad hoc committee pursuant to this report.
