SUBJECT: CONSIDERATION FOR THE POSSIBLE VACATION OF PARK LANE,
NORTH OF LOS ANGELES AVENUE IN CONJUNCTION WITH A
PROPOSAL TO PROVIDE A CROSS-CONNECTION BETWEEN THE FUTURE
MISSION BELL PLAZA AND THE MOORPARK TOWN CENTER
Background
Approximately ten months ago the Community Development Committee
and Staff began to meet with a representative of Chase Manhattan
Bank to discuss the possibility of creating a vehicle cross-
connection between the Moorpark Town Center and the proposed
Mission Bell Plaza. Chase Manhattan Bank is the Trustee for the
owners of Moorpark Town Center.
During the period that the Mission Bell Plaza project was under
review by the City; the design of a possible vehicle cross-
connection was attempting to reach a conclusion. At the time final
decisions were made regarding Mission Bell Plaza the City had only
conditioned the applicants to participate in any future connection.
Because of a change in the Community Development Committee members,
this matter is now being returned to the City for consideration.
Discussion
On January 30, 1991, the Community Development Committee met with
the representatives of Chase Manhattan Bank and reviewed the latest
site plan showing the proposed cross-connection. As proposed, the
connection would require the vacation of Park Lane, because a
structure is suggested to connect the proposed Mission Bell Plaza
to the modified Moorpark Town Center building. As requested by the

Chase Manhattan Bank representative; this building area is needed
to replace square footage lost as part of the cross-connection
modification. Their proposal does include two additional free
standing buildings at the east and west corners along Los Angeles
Avenue, and a rear expansion to the existing market. Because of
the constraints of working with an existing developed site there
are limited opportunities in the bank's perspective, to reclaim the
investment of modifying the existing center. The existing Moorpark
Town Center gross square footage is 139, 173 square feet. The loss
of square footage caused by the cross-connection is approximately
9, 070 square feet. The free-standing buildings proposed total
9 ,475 square feet. The Bank's proposal also includes a future
5,260 square foot addition to the rear of the market. The net gain
of square footage to the Moorpark Town Center is 13,040 square
feet.
The Community Development Committee and Staff are requesting that
the Council discuss the Bank's proposal for closing of Park Lane
before conducting further meetings on this matter. It is
recognized that a detailed traffic analysis would need to be
accomplished regarding this proposal. Also, Public Hearing's would
be required prior to any actual vacation proceedings could begin.
However, the intent in bringing this proposal to Council is to
determine if such a request has significant merit for further
consideration and what possible concerns the Council may have with
such a proposal.
Staff Recommendation
That the City Council direct the Community Development Committee
and Staff as deemed appropriate.
