SUBJECT: Consider Retaining a Consultant to
Prepare a Master Drainage Study for
Arroyo Vista Community Park
OVERVIEW
This presents for approval an Agreement for professional
services to prepare a Master Drainage Study for Arroyo Vista
Community Park.
DISCUSSION
A. Background
Included in the City 's Master Plan of Parks is Arroyo Vista
Park, a sixty-nine acre (69 ac. ) facility located adjacent to
Moorpark High School . A master development plan has been
prepared for the park, which includes an outline for the
phased development of the park over time. Phase I
Construction calls for the construction of a 10 , 000 sq. ft.
a Community Center and related site improvements. Plans are
to commence the architectural design of this phase of work
upon completion of the preparation of this drainage study and
a site grading plan.
B. Drainage Study
One of the prerequisites to completing the architectural
design is the preparation of a Master Drainage Study for the
entire sixty-nine acre (69 ac. ) site. At the request of

staff, a Proposal (see attached) for performing this study
has been prepared and submitted by Hawks & Associates. This
firm has a great deal of experience in this type of civil
engineering work.
The fee quoted for this study is $9,004. It is proposed that
a contingency (approximately 10%) be approved to allow for
minor administrative changes to the scope of work subject to
the approval of the City Manager.
The professional services contract will be administered by
the Director of Public Works with assistance from the City
Engineer.
RECOMMENDATION
Staff recommends that the City Council take the following
actions:
. approve the selection of Hawks & Associates to prepare the
subject drainage study at a cost NOT TO EXCEED $10,000;
. approve an Agreement between the City and said firm for said
services, to be in the form of the City's standard
professional services agreement; and,
. authorize the Mayor to execute said Agreement.

Dear Mr . Gilbert,
Transmitted herewith is our proposal to prepare a Master Drainage
study for the 69 acre Arroyo Vista Community Park project .
Our proposal will provide the City with a master plan for needed
drainage facilities based on development as depicted in the site
plan prepared by BSI Consultants , Inc. We have also described
additional work that should be addressed relative to past, present
and future flood impacts that affect the project site.

SITE LOCATION
ARROYO VISTA COMMUNITY PARK
1 . INTRODUCTION AND DISCUSSION
The City of Moorpark is formulating plans for the development of
the Arroyo Vista Community Park located on a 69 acre site between
the bluff defining the Peach Hill project and the Arroyo Simi as
shown on the attached location map .
A preliminary site plan has been prepared ( Exhibit A) showing
proposed features to be included in the park , including a community
center and varied recreational facilities served by an internal
vehicular circulation system and parking lots .
Phase I will include design of the community center and will
require the extension of utility infrastructure design to serve the
center. One element of the infrastructure will be storm drains.
Accordingly, it is planned that a hydrology and drainage study be
performed resulting in a master plan for storm drains .
In general , the project site slopes east to west paralleling the
Arroyo Simi at about a 1% overall slope, as shown on Exhibit B,
Topographic Map . Additional detailed topographic maps of the
project area at a scale of 1 "=40 ' have been prepared and will be
used to design the elevations of various features in the park.
Drainage facilities can be evaluated and proposed facilities
determined based on the preliminary site plan and the detailed
topographic maps . Some delineation of street, parking lot and
recreational facility grades will be necessary. However,
assumption of grades closely matching the existing topography will
be sufficient for developing hydrology and storm drain sizing. Any
change in grades during final design of specific site projects
would have relatively minor impact on drainage facilities .
It should be noted that the park site is within a Zone B flood
plain designation according to the official Flood Insurance Rate
Map ( FIRM) for the City of Moorpark (see Exhibit C) . Although a
Zone B designation is not subject to regulation by the City or
federal regulations; in this case , it is the result of expected
shallow flooding of less than 1 foot depth and will need to be
• considered in both the master plan for storm drains and in the long
term protection of the park facilities.
The Arroyo Simi in this area is not adequate to contain the 100-
year flood and will ultimately require enlarging and construction
of rock riprap bank protection. The Ventura County Flood Control
District (VCFCD) and the U . S. Army Corps of Engineers (COE) have
conceptual plans indicating 50 or more feet of additional right of
way will be required on the south ( park) side of the arroyo.

Protection of the community center and other facilities in the park
will need to assess present and future flood impacts considering
the FIRM, VCFCD and COE plans.

Historically the Arroyo Simi has flooded adjacent properties in
":1 major storms. The most recent was in 1983 when bank protection on
the north side of the arroyo across from the park site was eroded
and resulted in loss of property and some structures . Restoration
of the bank was accomplished; however , protection from future 100-
year floods is not assured because of inadequate conveyance
capacity as described .
2 . SCOPE OF WORK
Prepare a hydrology and storm drain study resulting in a master
plan of storm drains for the 69 acre Arroyo Vista Community Park .
Task Description
1 . Review available existing hydrology and drainage studies
i affecting the area including VCFCD, COE.
I 2 . Assign tentative grades to facilities shown on the park
site plan based on existing 1 "=40 ' topographic maps.
3 . Prepare a hydrology study based on the VCFCD Hydrology
Manual resulting in 10-year frequency runoff for on site
storm drain design.
4 . Prepare a proposed storm drain layout for the entire park
site.
5 . Evaluate flood plain impacts from the Arroyo Simi .
6 . Prepare preliminary cost estimates for proposed
facilities.
- 7 . Prepare a brief master plan of storm drains report
including results of the hydrology study and including a
proposed storm drain map showing proposed storm drain
facilities .

4. ADDITIONAL RECOMMENDATIONS
It has been noted that flood plain impacts to the park site may be
substantial . We have proposed to do a " level of effort" analysis
in tasks of 28 hours. This will include review and evaluation to
i indicate probable future right of way requirements and possible
bank protection . Additional study including coordination with
VCFCD and COE may be necessary and desirable to ensure their
agreement with proposed flood control improvements. It may be
possible to demonstrate reasonable protection , both interim and
ultimate with a combination of setback and mounded grading for most
areas of the park. However, at the community center some bank
protection and pad elevation may be needed .

5. QUALIFICATIONS
Hawks & Associates has extensive experience in hydrology , storm
drain and flood plain analysis that will be beneficial to the
needed Arroyo Vista Park Master Drainage Study. Some specific
projects of interest include:
1 . Preparation of Master Plan of Drainage studies for the Cities
of Simi Valley, Camarillo, Oxnard, Fillmore and Ventura.

2. Preparation of Flood Insurance Studies for incorporated
Ventura County including the Arroyo Simi through Moorpark (for
the Federal Emergency Management Agency) .
3. Preparation of the request for letter of Map Revision for the
Peach Hill Wash following development, ( current project) .
4. Preparation of storm drain construction projects for the
Cities of Ojai , Ventura, Oxnard, Simi Valley , Thousand Oaks ,
Santa Paula and Fillmore .
