SUBJECT: Consider Support to Keep Oxnard Office of
Immigration and Naturalization Service (INS) Open
The Oxnard Immigration and Naturalization Service Office (INS) is
expected to close on April 19, 1991. This means that persons in
need of these services would be forced to travel to San Jose or Los
Angeles, as no other local office exists. This travel would
undoubtedly pose a hardship for persons needing the services of the
INS, as many of those seeking service have low- paying jobs without
benefits such as paid vacation time. The INS office is located in
Congressman Lagomarsino's District.
STAFF RECOMMENDATION
Authorize the Mayor to sign the attached letters to Congressmen
Elton Gallegly and Robert Lagomarsino urging them to oppose any
attempt to close the Oxnard Immigration and Naturalization Service
Office.

The Moorpark City Council is concerned about the proposed closure
of the Oxnard Immigration and Naturalization Service Office and is
seeking your assistance in preventing its closure. Without the
Oxnard office, persons needing the services of Immigration would be
forced to travel to Los Angeles or San Jose, as no other office
exists in the central coast between these two cities. This would
undoubtedly pose a hardship for persons needing immigration
services, as many are employed in low- paying positions without
benefits such as paid vacation time.
The City stands ready to assist you in your effort to keep this
important public service in Oxnard. Please let me know how we can
