HARE MEMORANDUM City Treasurer TO: The Honorable City Council FROM: Steven Kueny, City Manager dr DATE: March 15, 1991 SUBJECT: Consider Proposed Funding for Moorpark Chamber of Commerce In November 1989, the City Council appropriated $12 , 000 from the Gann Fund to assist the Chamber of Commerce to obtain full time staffing. It was expected that a full time staff person would enable the Chamber to attain certain objectives, including increased membership, publication of a business/community directory and coordination of an event spotlighting downtown businesses. An agreement between the City and Chamber was approved in February 1990. The twelve (12) month agreement became effective May 15, 1990 with the hiring of a full time Executive Director. The Chamber has fulfilled its obligations by employing a full time Director; increasing its membership by at least 20 percent (they achieved a 51 percent increase) ; distribution of a business/community directory; and coordination of an event spotlighting downtown businesses. The City Council previously received a copy of the Chamber's summary of service provided pursuant to the agreement. The Chamber of Commerce has approached the City to request consideration of continued funding assistance for another twelve (12) month period. This matter was reviewed by the Budget and Finance Committee and the City Manager. We feel that now is not the time to consider such a commitment. The Chamber' s proposal should be considered during fiscal year 91-92 budget deliberations, especially in light of the current general economic situation and the current projected State budget deficits. In addition, we need to consider that preliminary projections indicate little, if any, increase in 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 The Honorable City Council March 15, 1991 Page 2 total general fund revenues; the uncertainties of the State budget's potential impact on cities; booking fees; property tax administration fees; and the declining balance of available Gann Funds. We acknowledge that during the past year, the Chamber has successfully transitioned from an all-volunteer to a staffed organization with concomitant benefits not only to member businesses but the general community. We feel that this momentum should not be lost and that short-term City funding assistance is needed to allow the Chamber to proceed forward. A two month extension (May 16-June 15) of the agreement is proposed, with supplemental funding of $2 , 000 from the Gann Fund. The funds are available from the expenditure savings on the Tierra Rejada Road Median Landscaping Project within Tracts 3019 and 3525 (Warmington) . Fifty Thousand Dollars was budgeted as a loan to the Tierra Rejada/Spring Road AOC and approximately $20,000 was expended. Funding beyond this amount can be considered during budget deliberations. STAFF RECOMMENDATION (Roll Call Vote) 1. Approve extension of agreement with the Chamber of Commerce through July 15, 1991, with additional compensation of $2, 000; one-half of this amount to be paid on May 16 and the balance on June 15, 1991. 2 .
