SUBJECT: Curbside Recycling Program
Curbside collection of recyclables will begin April 1, 1991, for
single family homes in Moorpark. Moorpark Disposal and G. I.
Industries will deliver the 34- gallon green containers to
approximately 6,700 residences between. March 18 and 22.
Advance Program Information and Publicity
There will be two labels on each container - an identification
decal and an information label indicating what can be recycled and
how to prepare materials for recycling. Haulers will also leave an
information card (provided previously to the Council) on each
container when it is delivered to the residence.
Press releases have been sent to local media and a photo session
will be scheduled March 20. Paid newspaper ads will appear in the
News Mirror. A brochure will be mailed to all participating
residences during the week of March 18, and extra brochures will be
available at the Moorpark Library, schools, the Chamber of Commerce
and other locations. A copy of the brochure has been previously
provided to the Council. A Spanish language brochure will be
available. Letters have been sent to homeowner associations, and
staff has conducted programs for community groups including
Kiwanis, Rotary, Fortnightly, MOM's and the Senior Citizen Club.
Logistics
A part -time clerk will be hired to assist with program start -up.
This individual will handle public inquiries about recyclables and
program logistics. Funds have been budgeted from the solid waste
account for publicity expenses and part -time clerk hours.

Staff has met with representatives of Moorpark Disposal and G.I.
Rubbish to clarify collection, reporting requirements and other
details of the curbside program.
Staff will monitor the program, review statistics on participation
rates and tonnages collected, and make recommendations for follow -
up procedures and areas of improvement as needed. Staff will
provide a formal review of the first quarter of the curbside
recycling program operation in July, 1991.
