This report was generated at the request of the City Council at
their February 20, 1991 meeting.

SUBJECT: UPDATE OF UNREINFORCED MASONRY BUILDINGS
Background
The California Health and Safety Code as amended by SB 547
recognizes hazards associated with unreinforced masonry buildings
and requires local jurisdictions to establish hazard mitigation
programs. On August 1, 1990 the City Council adopted Ordinance
127 requiring structural repair of unreinforced masonry build-
ings. In accordance with Ordinance 127 notices were sent to the
owners of identified unreinforced masonry buildings on Septem-
ber 28, 1990. In general, these notices require owners to sub-
mit plans for the structural repair of their structures within
270 days of the date of notice. Plans must, in general, be sub-
mitted by June 25, 1991.
Discussion
Pursuant to Council's request of February 20, 1991 the following
update of action that has been taken on each of the identified
unreinforced masonry properties-is provided.
71 -95 High St. owned by G.I. Equipment Leasing Howard F.
Stup & Assoc. (structural engineers) have responded and created a
punned schedule for strengthening the structures. No plans have
been submitted to plan review.
686 -690 Walnut St. owned by Mr. Michael Berard There has
been no communication from owners since first notice and order
was sent in October 1990.

tural plans were submitted and approved on February 20, 1991 for
complying.with the notice and order. A permit is issued. As of
this date no inspections have been done.
45 E. High St. owned by Harvey and Linda Bredemann There
has been no communication since a request was made to change the
hazard classification of this structure. (The request was
denied.)
255 E. High St. owned by the Steuer Family Trust There has
been no communication since a request was made in November 1990
to have this building removed from the URM list. (The request was
denied.)
450 Charles St. owned by CH' Methodist Free Mexican Con-
ference of North America There has been no communication since
the notice and order was given in October 1990.
607,631,& 643 Moorpark Ave. owned by Mr. Colon Velazquez
C There has been no communication since the notice and order was
given in October 1990.
