SUBJECT: Consider Request to Caltrans for Approval of City
Design and Construction of the High/Moorpark Traffic
Signal to be Totally Funded by Caltrans
OVERVIEW
This requests City Council authorization for staff to seek
Caltrans approval of City design and construction of a traffic
signal at the intersection of High Street.and Moorpark Avenue,
to be reimbursed by Caltrans.
DISCUSSION
A. Background
The need for traffic signals at the intersections of Moorpark
Avenue and High Street and at Moorpark Avenue and Poindexter
Avenue have been recognized for many years. The City has
expended a great deal of effort toward resolving all of the
right -of -way, design and funding constraints to the
construction of these improvements. One of the major
obstacles in this process has been the fact that these
projects require the approval of Caltrans.
B. Division of Labor
In December of 1989 the City achieved a major goal when
Caltrans approved a Project Report which, among other things,
approved one hundred per cent (100 %) funding of the
Poindexter signal by the City, and one hundred per cent
(1000) funding of High Street signal by Caltrans. This
approach promised to dramatically reduce the amount of time
and "red tape" required to complete these projects.

C. Poindexter Signal
Under the terms of that Project Report the City was -to
undertake right -of -way acquisition., design and construction
of the Poindexter traffic signal. The City has worked
diligently to acquire the necessary right -of -way and prepare
a project design which meets all of the requirements of
Caltrans. After much effort, Caltrans approved the project
and granted an encroachment permit for work to commence. A
contract for project construction has been awarded and work
is expected to commence within the next few weeks.

In a like manner,.Caltrans was to perform under the terms of
the above mentioned Project Report by taking necessary steps
to acquire the necessary right -of -way, prepare a design and
construct a traffic signal at High Street. In February of
1990, the City received a project schedule from Caltrans for
these efforts. That schedule calls for Right -of -way
acquisition to be completed by December of 1989 and final
design to be completed by February 1991.
It has recently come to the attention of Staff that Caltrans
has only recently begun work on right -of -way acquisition and
project design. Caltrans staff has informed City staff that,
in order to avoid further delay, it was their intention to
construct the traffic signal without acquire ultimate right -
of -way on the southwest corner from the Southern Pacific
Railroad Company. We were informed that the construction of
the traffic signal at its ultimate location, could be
accommodated within the existing right -of -way. This
additional right -of -way is only necessary for the
construction of sidewalks to a full standard width. It was
the intent of Caltrans to pursue this right -of -way
acquisition and full -width sidewalk construction immediately
following their proposed construction of the traffic signal.
In order to expedite the project, it is suggested that the
City undertake the design and construction of this project on
behalf of Caltrans. We would propose to proceed on the same
basis as that described above, but allow Caltrans to continue
with their right -of -way acquisition efforts at the southwest
corner. Consistent with the above mentioned Project Report,
the City would expect Caltrans to reimburse the City for all
design and construction costs.

Authorize staff to pursue Caltrans approval of City design and
construction of the subject project with one hundred per cent
(100 %) Caltrans funding.
