SUBJECT: Consider Approval of an Application for SB 821
Bicycle /Pedestrian Funds for the Construction of
Bicycle Lanes on Tierra Rejada Road East of Spring Rd.
OVERVIEW
This presents for consideration a Resolution authorizing submittal
of an application SB 821 funds for the construction of
bicycle /pedestrian facilities.
DISCUSSION
A. Background
Each year at this time the Ventura County Transportation
Commission requests application for Transportation Development
Act Article 3 (SB 821) projects. This year there is
approximately $280,000 available County -wide for this program.
The deadline for the submittal of SB -821 grant applications is
March 22, 1991.
B. Prior Projects
The City received SB -821 funds in the amount of $107,007 for
Fiscal Years 1986 -89 for the construction of sidewalks in
several locations on High Street. All of those projects have
been constructed and the monies expended except for a portion of
sidewalk on the north side of High Street between Bard Street
and Magnolia Street ($29.451.94). That project is now in design
and is expected to be constructed in the near future.
In FY 1989/90 the City received SB -821 funds in the amount of
$45,200 for the construction of a sidewalk on the north side of
Los Angeles Avenue from Spring Road to Millard Street. This
project is also in design and construction is expected to occur
later this year.

C. Options
Staff has compiled a list of sidewalk /bicycle projects to be
considered as candidates for this application, which are listed
as follows:
1. Spring Road Sidewalk: The construction of a sidewalk on the
west side of Spring Road between the SPRR RxR and Roberts
Street [Estimated Cost: $25,000].
2. New Los Angeles Avenue Sidewalk: The construction of a
sidewalk on the north side of New Los Angeles Avenue between
the Arroyo Simi Bridge and Spring Road [Estimated Cost:
$20,000].
3. Los Angeles Avenue Sidewalk (Virginia Colony): The
construction of a sidewalk on the south side of Los Angeles
Avenue between Nogales Avenue and Condor Drive [Estimated
Cost: $25,000, exclusive of R -O -W].
Note: This project should be deferred until after the
construction of the Phase III Happy Camp storm
drain box culvert and to allow time for a survey to
determine availability of sufficient street right -
of -way.
4. Moorpark Ave Sidewalk (Community Center): The construction
of a sidewalk on the west side of Moorpark Avenue from the
Community Center northerly to Casey Road [Estimated Cost:
$15,000].
5. Tierra Rejada Road Bike Lane East of Spring: That portion of
the Tierra Rejada Road widening project (between Spring Road
and Moorpark Road) related to the construction of additional
roadway width to accommodate bicycle routes [Estimated Cost:
$110,000].
D. Preferred Option
It is the recommendation of staff that Option #5-be selected as
the project to be submitted for funding under this program.
Construction of these improvements can be done as part of the
Tierra Rejada Road widening project.

E. City Share
Consistent with past practice, and in an effort to place the
City's Application in a favorable competitive position with
grant applications submitted by other cities, it is recommended
that the grant application be for 500 of the estimated project
costs. The City's 50% local share match is recommended to be
funded by Gas Tax funds.
RECOM ENDED ACTION
Adopt the attached resolution approving an application for SB 821
funds for the construction of Bike Lane improvements on Tierra
Rejada Road east of Spring Road.

RESOLUTION NO. 91 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, APPROVING AN
APPLICATION FOR BICYCLE AND /OR PEDESTRIAN
FUNDS UNDER SB 821
WHEREAS, SB 821 provides for the annual set aside of 2% of each
county's total Local Transportation Fund to be used to fund the
development of bicycle and pedestrian facilities; and,
WHEREAS, the City of Moorpark has planned a bikeway system in
conformance with specifications of Caltrans' Planning and Des*gn
Criteria for Bikeways in California; and,
WHEREAS, the City of Moorpark plans to construct street
improvements on Tierra rejada Road between Spring Road and Moorpark
Road, said improvements to include the construction of bicycle
lanes to complete a "missing link" between an existing bicycle
facility within the City and existing and /or proposed facilities f
beyond the City limit. \
WHEREAS, the City desires to fund all or a portion of such
improvements with SB 821 funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the City Manager is authorized to submit
application for SB 821 funding of fifty per cent (50 %) of the cost
for the construction of bicycle facilities on Tierra Rejada Road
between Spring Road and Moorpark Road.
SECTION 2. That the City Manager shall be designated as the
contact person for said grant application and is hereby authorized
to sign all documents related thereto.
