The budget for this project was developed over a year ago and did not include the irrigation work which has since been added to the scope of work. Soil test results were not available to bidders which could have also inflated their estimates of the costs. The test results indicate the need for changes for all concrete work. In addition, the bid documents contained conflicting references to the time allowed for bid award. Myles for Miscellaneous Capital Improvements at Campus, Glenwood and Griffin Parks Bids for miscellaneous park improvements were advertised February 4, 1991. A total of thirty (30) sets of plans and specifications were requested. The bid opening was held ' March 5, 1991 at 2:00 p.m, at City Hall and was as follows: FIRM TOTAL BID 1. M.E. Myles $271,726 2.
