documents contained conflicting references to the time
allowed for bid award. The proposal sheet referred to eight
days and the Instructions to Bidders referred to sixty days.

Bids for
miscellaneous park improvements were

4, 1991. A total of thirty (30) sets of plans and
specifications were requested. The bid opening was held

STAFF RECOMMENDATION:
It is staff's recommendation to: 1) reject all bids, and 2)
direct the Public Works /Facilities Committee to review the
scope of work and budget and to report back to the Council on
April 17, 1991, regarding re- advertising and bidding of this
project.
