SUBJECT: Consider the Repeal of Resolution No. 85 -217 &
No. 86 -338 and the Adoution of New Resolutions
Revising and /or Re- enacting the Traffic Control
Measures Set Forth Therein, Including Certain Parking
Restrictions on Third Street and on Poindexter Avenue
OVERVIEW
This presents three Resolutions summarized as follows:
1) A resolution repealing Resolution No, 85 -217 and
reenacting a portion thereof pertaining to the
i establishment of a TWO HOUR PARKING zone on the east side
of«rSpring Road north of Peach Hill Road;
2) A resolution repealing Resolution No.
reenacting a portion thereof pertaining to the placement
of a STOP sign at Flory Avenue and Third Street; and,
3) A resolution revising the restricted parking zones on
streets adjacent to Flory Elementary School and Chaparral
School.
DISCUSSION
A. Background
Several years ago the City Council adopted Resolution Number
85 -217 and Resolution Number 86 -338 which established certain
parking restrictions on the streets adjacent to Flory

Elementary School and Chaparral School. Since the adoption
of those resolutions, the patterns of vehicle parking and
passenger loading at those schools slowly changed to fit the
facilities and the activities at those schools. The signs
now posted on the streets adjacent to those schools have been
changed to reflect those changed parking and loading
patterns. It is necessary and appropriate to revise the
adopted parking restrictions to agree with the desired field
conditions.
B. Repeal of Existing Resolutions
There is some overlap and duplication between Resolution Nos.
85 -217 and 86 -338. Adopting the proposed changes by
amendment to these resolutions would be very confusing. It
is proposed, therefore, that these resolutions be repealed
and that new resolutions be adopted setting forth the desired
traffic control measures and parking restrictions.
1. Resolution No. 85 -217: In addition to parking restriction
adjacent to the schools in question, this resolution also
established a TWO HOUR PARKING zone on the east side of
' Spring Road north of Peach Hill Road. Attached is a
resolution (Exhibit 1) repealing Resolution No. 85 -217 and
reenacting this TWO HOUR PARKING zone.
2. Resolution No. 86 -338: In addition to parking restriction
adjacent to the schools in question, this resolution also
authorized the placement of a STOP sign at the
intgx'section of Flory Avenue and Third Street. Attached
is a resolution (Exhibit 2) repealing Resolution No. 86-
338 and reenacting the provision pertaining to the
placement of the STOP sign.
C. School Loading Zones
A third resolution (Exhibit 3) has been prepared for the
adoption of new parking restrictions at the two schools in
question. These new provisions are described as follows:
1. Flory School: The amount of area needed for Bus Loading
and passenger loading has changed from that described in
the resolutions being repealed. The curb side areas
required for Bus Loading and passenger loading are set
forth in the attached resolution (Exhibit 3) and described
in Exhibit 'A' of that resolution.

C. School Loading Zones (cont)
2. Chaparral School: Previous parking restrictions
established a School Bus Loading Zone in front of a
portion of Chaparral School. School Bus loading
activities now take place in the Bus Lane on site. A
portion of the area in front of the school is now posted
NO PARKING during school hours, to allow for passenger
loading. The specific location of the passenger loading
area is set forth in the attached resolution (Exhibit 3)
and described in Exhibit 'B' of that resolution.
RECOMMENDATION
Staff recommends that the City Council take the following
actions:
1. Adopt the attached resolution (Exhibit 1) repealing
Resolution No. 85 -217 and reenacting a portion thereof
pertaining to the establishment of a TWO HOUR PARKING zone on
the east side of Spring Road north of Peach Hill Road;
2. Adopt the attached resolution (Exhibit 2) repealing
Resolution No. 86 -338 and reenacting a portion thereof
pertaining to the placement of a STOP sign at Flory Avenue
and Third Street; and,
3;. Adopt the attached resolution (Exhibit 3) establishing
restr1r,ted parking zones on streets adjacent to Flory
Elementary School and Chaparral School.
RESOLUTION NO. 91 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, REPEALING RESOLUTION
NO. 85 -217 AND REENACTING THOSE PROVISIONS
PERTAINING TO THE ESTABLISHMENT OF A TWO HOUR
PARKING ZONE ON SPRING ROAD NORTH OF PEACH
HILL ROAD.
WHEREAS, the City Council desires to revise certain parking
restrictions adjacent to Flory Elementary School and Chaparral
School; and,
WHEREAS, the City Council has determined that it is necessary to
repeal Resolution No. 85 -217 in order to effect said revisions;
and,
WHEREAS, Resolution No. 85 -217 contains certain provisions
unrelated to said parking restriction which should be retained.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Resolution Number 85 -217 is hereby repealed.
SECTION 2. That the provisions of Section 1 of Resolution No.
85 -217 are hereby reenacted as follows:
"A 2 HOUR PARKING zone is hereby established on the east
side of Spring Road between from Peach Hill Road to a point
approximately 415 feet north of Peach Hill Road, as
generally described on Exhibit "A" attached hereto and made
` a part hereof."

SECTION 3. That said designation is made pursuant to Section
22507 of the California Vehicle Code, which allows a local agency
to establish parking restrictions on any local street; and,
SECTION 4. That the City Manager is hereby directed to have
placed and maintained the appropriate signs and /or curb markings
giving notice of these parking regulations.

RESOLUTION NO. 91 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, REPEALING RESOLUTION
NO. 86 -338 AND REENACTING THOSE PROVISIONS
PERTAINING TO THE PLACEMENT OF A STOP SIGN AT
THIRD STREET AND FLORY AVENUE.
WHEREAS, the City Council desires to revise certain parking
restrictions adjacent to Flory Elementary School and Chaparral
School; and,
WHEREAS, the City Council has determined that it is necessary
to repeal Resolution No. 86 -338 in order to effect said revisions;
and,
WHEREAS, Resolution No. 86 -338 contains certain provisions
unrelated to said parking restriction, which should be retained.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That Resolution Number 86 -338 is hereby repealed.
SECTION 2. That the provisions of Section 1 of Resolution No.
86 -338 are hereby reenacted as follows:
"A STOP sign shall be placed and maintained at the south
leg of the intersection of Flory Avenue and Third street,
as generally described on Exhibit "A" attached hereto and
made a part hereof.
SECTION 3. That said designation is made pursuant to Section
21354 of'the California Vehicle Code pertaining to the designation
of through streets by a local authority and the placement of STOP
signs at the entrances thereto; and,
SECTION 4. That the City Manager is hereby directed to have
placed and maintained the appropriate signs giving notice of said
stop intersection.
PASSED AND ADOPTED this 3th day of April, 1991.

RESOLUTION NO. 91 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, ESTABLISHING CERTAIN
PARKING RESTRICTIONS OM THIRD STREET AND ON
POINDEXTER AVENUE.
WHEREAS, the City Council desires to revise the parking
restrictions on Third Street adjacent to Flory Elementary School
and on Poindexter Avenue adjacent to Chaparral School; and,
WHEREAS, the City Council has repealed Resolution Nos. 85 -217
and 86 -338 relating to said parking restrictions and desires to
adopt a new resolution setting forth the desired parking
restrictions adjacent to the aforementioned school sites.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That, for the purposes of passenger loading, a NO
PARKING zone is hereby established between the hours of 7:00 AM and
4:00 PM, Monday through Friday, on the south side of Third Street
from a point approximately three hundred and fifteen feet (3151)
east of Flory Avenue to a point approximately four hundred and
forty -five feet (445' ) east of Flory Avenue, as generally described
on Exhibit "A" attached hereto and made a part hereof.
SECTION 2. That a NO STOPPING -- BUS ZONE is hereby
established between the hours of 7:00 AM and 4:00 PM, Monday
through i riday, on the south side of Third Street from Flory Avenue
to a point approximately three hundred and fifteen feet (315' ) east
of Flory Avenue, as generally described on Exhibit "A" attached
hereto and made a part hereof.
SECTION 3. That, for the purposes of passenger loading, a NO
PARKING zone is hereby established between the hours of 7:00 AM and
4:00 PM, Monday through Friday, on the south side of Poindexter
Avenue from a point approximately one hundred twenty feet (1201)
west of Cornett Avenue to a point approximately six hundred eighty
feet (6801) west of Cornett Avenue, as generally described on
Exhibit "B" attached hereto and made a part hereof.
SECTION 3. That the above parking restrictions are made
pursuant to Section 22507 of the California Vehicle Code, which
allows a local agency to establish parking restrictions on any
local street; and,

placed and maintained the appropriate signs and /or curb markings
giving notice of these parking regulations.
