SUBJECT: REVIEW OF DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT
(EIR) FOR THE EXPANSION OF THE MOORPARK WASTEWATER
TREATMENT PLANT
Background
The City of Moorpark has received a Notice of Public Review and
Public Hearing for the above referenced Draft Supplemental EIR.
The public review period for this EIR ends on April 16, 1991. A
previous EIR and Addendum addressed the expansion of the Moorpark
Wastewater Treatment Plant from 2.0 to 3.0 million gallons per day
(MGD). The proposed project is the construction and operation of
a tertiary treatment facility which would be capable of treating
approximately 1.5 MGD of wastewater and the discharge of the
tertiary treated effluent into the Arroyo Las Posas.
Discussion
The Draft Supplemental EIR identifies that a potential alternative
to discharging tertiary treated water to the Arroyo Las Posas is
the use of this treated water to irrigate crops and landscaping,
and that the reclamation of the treated effluent is both
technically and financially feasible. Staff's only comment on the
subject EIR is that the project description should include a
feasible discharge system and the impact discussion should include
a discussion of the impacts resulting from a discharge system and
use of the treated water for agriculture and irrigation. Based on
the current drought situation, it appears inappropriate to not take
immediate steps to make use of this treated water for irrigation
purposes. In fact, Waterworks District 1 completed a Reclaimed
Water Feasibility Study in December 1990. That report appears to
be fairly comprehensive and identifies potential reclaimed water
demand (including agricultural lands surrounding the Treatment
Plant as well as the proposed 69 -acre City park adjacent to the

high school). A recommended distribution system, costs, economic
feasibility, and pricing strategies are also analyzed in the
December 1990 Reclaimed Water Feasibility Study.
Staff intends to send a comment letter on the Draft Supplemental
EIR to Waterworks District 1 by April 10, 1991. If the Council has
any additional comments, we will incorporate them into staff's
letter. A copy of both the Supplemental EIR and the Reclaimed
Water Feasibility Study are on file with the Community Development
Department.
It is staff's understanding that Reddy Pakala from Waterworks
District No. 1 will be attending the Council's meeting on April 3,
1991, and will give a short presentation on the propoeQd Tertiary
Treatment Facility and future use of treated water.
Recommendation
Concur with staff's comments and provide any further comments or
direction concerning this matter.
