Richards, Director of Community Development April 11, 1991 (CC meeting of 4/17/91) SUBJECT: DOWNTOWN REVITALIZATION - TEMPORARY USE PERMIT STATUS REPORT Background In August of 1989, the Council approved the final text of the Downtown Study and directed the Community Development Committee to work with staff to implement the basic design elements of the Study. Since that time there have been joint meetings with the Planning Commission, Council committee, and most recently with Moorpark Chamber of Commerce representatives regarding various revitalization efforts in the downtown plan area. On September 5, 1990, staff brought to the attention of the Council an interest by a number of downtown merchants to seek their own efforts towards revitalization. The Council considered the proposals and approved the use of a Downtown Temporary Use Permit, valid for only six months. This Temporary Use Permit was available only to existing uses in the downtown plan area, which provided goods or services that would promote the downtown area. The type of uses were limited to the following: a. Outside eating. b. Live entertainment. C. Outside produce sales. d. Outside cooking. Staff was directed to impose appropriate conditions to reduce or eliminate problems between land uses in conjunction with these Temporary Use Permits. As part of Council's action regarding this matter they directed staff to provide an analysis on the effectiveness of such a program in a report to Council no later than April 1991. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 TO: The Honorable City Council FROM: Patrick J. Richards, Director of Community Development DATE: April 11, 1991 (CC meeting of 4/17/91) SUBJECT: DOWNTOWN REVITALIZATION - TEMPORARY USE PERMIT STATUS REPORT Page -2- Discussion Since September 1990, staff has issued three (3) downtown Temporary Use Permits. The three permits issued are as follows: Merchant Activity a. Barakat Market, 411 High Street Sale of produce in the open and outside cooking. b. La Cabanita Restaurant, Live entertainment, 496 Moorpark Avenue dancing C. Bar -B -Q Joint, 68 High Street outside cooking and eating. During the past six months, staff has not received any complaints regarding the above uses. These expansions have not created a noise, parking or nuisance to the downtown area in any way known to staff. At this time there is a significant amount of movement by both the City and the Chamber of Commerce towards various revitalization efforts in the downtown area. Inasmuch as the above uses have not proven to be a detriment to the downtown area, staff is suggesting that the Council consider extending this process for an additional six months. taff Recommendation 1. That the City Council direct staff to continue- to issue Temporary Use Permits, valid for only six - months, to existing uses in the downtown plan area, which provide goods or services that promote the downtown area. Such temporary uses are to be limited to those specified by the City Council; including those identified in this report. 2. That the City Council extend those existing Downtown Temporary Use Permits for the same six month period without the need to refile or pay an additional fee.
