SUBJECT: Consider Public Works /Facilities Committee
Report Related To Readvertising Bids For Park
Improvements at Campus, Glenwood and Griffin
Parks
=his item was previously considered by the Council at your
=cril 3, 1991 meeting. Action taken was to reject all bids,
refer the item to the Council Public Works /Facilities
Committee for review, and report back a recommended action
-or Council consideration at your April 17, 1991 meeting.
DISCUSSION:
The Council Public Works /Facilities Committee met with staff
on April 9 to review this item. Staff informed the Committee
.he low bid on this project from M. E. Myles exceeded the
project funds appropriated. This was due in part to
-rrigation work which is needed because of the features to be
nstalled at each park. M.E. Myles' bid cost for the
-rrigation work was $42,638. Additionally, a soils report
-received after bids were solicited recommended the soil under
structures such as sidewalks and play courts be recompacted
and moistened to a depth of 8 to 12 inches prior to placement
of sand or base materials and compacted to a minimum of 900
relative compaction. The additional cost for this work is
estimated to be $3,000.

Plans and Specifications will be revised to include the soil
compaction and base requirements for the sidewalks,
irrigation modifications and to clearly state 30 days will be
allowed after receipt of the bids to award the project. The
sidewalk at Griffin Park will also be deleted from the plan
since the City was able to do this work with another project.
STAFF RECOMMENDATION:
The Public Works /Facilities Committee recommends the project
be rebid and the actual appropriation of funds be deferred
until bid award.
