SUBJECT: CONSIDER INSTALLATION OF A PUBLIC TELEPHONE
AT NORTH MEADOWS PARK AND SIDEWALK
INSTALLATION AT CITY HALL AND PEACH HILL PARK
s directed by City Council, this report provides information
=or consideration to install a public telephone at North
Veadows Park with consideration to be given to installing a
solar- powered callbox or a standard public telephone.
Sta=f contacted Mr. Chris Stevens, Manager, County of Ventura
Service Authority For Freeway Emergencies as the County has a
number of solar - powered callboxes installed throughout the
County. Mr. Stevens referred staff to Mr. Phayne Folkman of
Sub_c Communications, the company the County purchased their
solar- powered callboxes from.
Staff contacted Mr. Folkman who supplied the following
_ nformation regarding solar - powered callboxes:
1. Cost - (1 -9) units $2972.00
2. Power - solar panel 10 watt - 12.5" x 15 ".
AC available.
3. Primary function - place emergency calls only.
Cannot place or receive normal phone calls.
4. Callbox preprogrammed to dial specified eme-gency
number when activated. Remote callbox programming
available.
5. Installation responsibility of City.
6. Maintenance responsibility of City.

1. -ivy's Responsibility:
Installation of conduit between phone line junction
connection box and location of phone installation.
2. Phone Company's Responsibility:
Installation of phone and all wiring to connect
phone; all phone maintenance and replacement costs. _
Staff solicited bids from three contractors to install the
necessary conduit to connect a phone at the park. One bid
was received from J & H Engineering in the amount of
$2,850.00. J & H's bid is contingent upon award of bid to
install concrete sidewalk at Peach Hill Park and City Hall.
Staff also solicited three bids to install the above -
referenced sidewalk and received bids from Arriaga Concrete
($1,295), AMW Construction ($2,396) and J & H Engineering
($1, 000) .
Phone location and sidewalk installation maps attached.
STAFF RECOMMENDATION:
1. Award bid to J & H Engineering in the amount of
$2,850.00 for installation of a public pay telephone at
North Meadows Park and for $528 for sidewalk at City
Hall and $480 for sidewalk at Peach Hill Park.
2. Appropriate $3,500 from the neighborhood portion of the
Mountain Meadows Zone Park Improvement fund: $2,850 for
installation of the conduit for the public telephone and
$250 for inspection services for City Engineer and $400
for project contingency.
3. Approve installation of sidewalk as outlined. Project
to be funded from respective projects'_ approved budget.
Adequate funds are available for this work. The phone
installation work at North Meadows Park will be in lieu
of security lighting. The Security lighting has been
deferred and will be reconsidered during the 91/92
budget deliberations as a result of homeowners'
concerns.
4. Authorize the City Manager to execute all contracts on
behalf of the City for the installation.

SOLAR POWERED
The Cubic callbox can operate efiidently'
with a number of solarpowered config-
urations. The most common configuration
is a 10 watt solar panel with either a 10, 13,
or 17 amp hour battery bank AC power is
available upon request.
WIRELESS TECHNOLOGY
The Cubic callbox is available in three
different communications technologies:
• Cellular telephony
• Low power RF
• High power RF
The callbox not only has full duplex voice
capability, it also can transmit and receive
digital data in the form of Dual Tone Multi-
Frequency (DTMF) tones. The dispatcher/
operator called by the user may press keys
on an ordinary touch -tone telephone to
solicit an identification or status message
from the callbox, which will be displayed
on either a simple Automatic Number Iden-
tification (AND box, or the more sophisti-
cated Cubic DTU (Dual -tone multi- frequency
Terminal Unit). The dispatcher /operator can
also send commands that terminate the tali
immediately or place the callbox into a
"wait condition" mode.
Using the same DTMF capability, the
Cubic callbox can communicate with a
maintenance station to receive program-
ming information and transmit records of
callbox usage.
Many of the callbox operating parameters
are remotely programmable, including the
following:
• Telephone numbers to dial
• Transmitted AN1 identification code
• Time and interval to place maintenance
calls
• Timers, such as:
- No activity time out
- Outer door time out
- " Wait condition time out
No service time out
Drop call time out
Connection time out
Maintenance time slot time out
• Croup of counters such as:
- Ring counters
- Call retry counters-
- No service retry counters
- Alarm destinations.
The Cubic callbox records the time, date
and length of any user, alarm, or main-
tenance call, along with other status data
items. The callbox will transmit all data to
the maintenance station upon command.
The Cubic callbox contains "Fail Safe"
alarm sensors that keep tabs on the health
of the callbox and detect vandalism. The
callbox can automatically initiate calls from
its single multi - function control and non-
volatile memory card to specific phone num-
bers to report abnormal conditions. These
conditions include: callbox tilted, handset
removed or cut, low battery voltage, front
panel opened, solar panel missing, cable cut.
