Newhouse, Director of Community Services M DATE: April 12, 1991 SUBJECT: Consider Relocating Restroom Building at South Meadows Park This item is in response to several Quailridge Homeowners' = equests to relocate the proposed restroom building at South 'Meadows Park. BACKGROUND: At the December 19, 1990 Council meeting, the Council approved the addition of a restroom building at South Meadows ?ark. The site location approved by Council was the area behind and adjacent to the northeast end of the parking lot adjacent to Mountain Trail Street. This site was recommended. :c Council for the following reasons: 1. Close proximity to the sewer stub into the park. 2. Close proximity to water and electrical service. 3. Close proximity to play area so parents can supervise their children when at the restroom. 4. Unobstructed view from street for police surveillance. 5. Area will be well lit by park security light approximately 30 feet from front of building. 6. Visible from future shopping center which would reduce loitering and vandalism. DISCUSSION: On April 5, 1991, Mrs. Colma, Mrs. Wilson and two other residents of Rivergrove Street met with staff at City Hall. "he group was concerned and upset, especially Mrs. Wilson, 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Honorable City Council Page 2 April 12, 1991 that a restroom was planned to be constructed within 30 feet of the rear yard of her home which abuts the south property ine of the park. At the April 8, 1991 Parks and Recreation Commission meeting, Mr. and Mrs. Wilson, Mrs. Colma and others were in attendance. Mrs. Wilson presented a letter from "Quailridge Homeowners" stating their objections to not only placing a restroom at the park but the proposed location was clearly unacceptable to the surrounding properties that border the structure. Mrs. Wilson's letter stated, "If a restroom be constructed at the park, it should be more centrally located to another part- - of the park." Others stated they were not totally opposed to a restroom at this park but rather its proposed location. A location further from the homes and closer to the front of the park along Tierra Rejada was suggested. Staff provided the homeowners a map and suggested they identify one or two locations of preference to relocate the restroom. Two locations close to Tierra Rejada, approximately 200 feet north of the south property line, were identified (see attached map) Staff reviewed the sites with a representative from - Urban West Communities along with several other sites. The ureferred site selected by staff is a site -close to site Number 2 identified by the homeowners group. This site appears to be workable for both the homeowners and from a construction point of view. This site is the proposed location for the picnic shelter. Should Council approve this location, the picnic shelter would need to be relocated. Staff recommends relocating the picnic shelter to the east side of the play area (see attached map). As Council is aware, Urban West Communities was requested to construct a 500 square foot public restroom facility at South Meadows Park. This would include installation of all utilities for the structure not to exceed a total value of $40,000.' Due to time constraints, staff does not have construction costs for your consideration at this time or has had the opportunity to review staffs' proposed site location with the Quailridge Homeowners. Staff will provide Mr. Peter Kolb, President, Quailridge Homeowners Association with a copy of the attached map for his review before your Council meeting on Wednesday April 17. =�e Honorable City Council _ -ce 3 =i1 12, 1991 ._ full size map of the park with the proposed homeowners and staff site locations has been put up in the conference room fcr your review. Staff will endeavor.to have approximate construction costs fcr your consideration based upon staff's proposed location for you on or before your meeting on April 17. APR S 1991 City of Moorpark Date: April 8, 1991 To: City Council Parks and Recreation Committee From: Quailridge Homeowners Re: Proposed Public Restroom in South Meadows Park We, as homeowners, bought in Mountain Meadows as a master planned community. We knew there were rules and regulations which we would have to follow and we abide by these on a daily basis. We work with our homeowners association when we make any changes to our property that will affect the asthetic appearance to the neighborhood in any way. This includes, but not limited to, painting, adding fences or patio overhangs, planting trees and shrubbery and any structure that can be seen over one's wall. This is why we are apalled and upset at the decision not only to put a public restroom in this park, but the present location that has been selected for it, is clearly unacceptable to the surrounding properties that border this structure. When we purchased our homes we accepted a park in this location, but there were never any plans included for a restroom, especially in this location. As it is now, the restroom sits 30 ft. from the wall and 50 ft. from the living room of one homeowner at 11901 River grove: This is the most undesirable location one could imagine. Not only is the structure well over the height of the wall, but the problems of noise, smell (the prevailing westerly winds blow right toward the homeowners), safety, security, vandalism and bright lights are all our major concerns; This public restroom borders a high school and soon to be major retail center. This brings the potential of loitering, vandalism, and drug problems to name a few. This restroom, should it have to be at this park, should clearly be as far away as possible from any home and located near a street where it can be well lit and easily seen by patrolling police cars. The police department has even voiced this opinion. We do not believe that this location serves this purpose. The fact that it is so close to a wall, not only threatens the homeowner, but all sides cannot be clearly seen from the street; This certainly poses a safety threat and a place for anyone to hide. We propose that a restroom; if one should have to be at this park, be placed not only at the furthest location from any existing home, it should be more centrally located tc *he other parts of the park_ Last but not least, this location threatens to destroy the value of several Mountain Meadows homes, which I don't think is the intent on anyone's part. Not only did all of us who border the park pay lot premiums, but our dollars to buy our homes and the taxes we pay have contributed to the ability to fund these parks. We should have the right to voice our objections to what is to surround us in this master planned community. How can something as serious as putting a public restroom in someone's backyard, be so abitrarily decided, without any notification to the affected parties?
