SUBJECT: Chimney Terminations at Pardee Construction
Background
On April 3, 1991 the City Council heard public comment on
the chimney terminations at Pardee's development area. Untested
"shrouds" have recently been removed from many of these homes.
This removal improves the safety of the terminations but alters
the appearance of the homes. Council directed staff to report
on the extent of the repairs necessary to restore the appearance
of the homes.
Discussion
One point of clarification must be made. A "shroud" is a
sheetmetal skirt that is added to the chimney to hide the normal
spark arrester. Many of these "shrouds" were made to imitate the
appearance of a fully tested and listed.substitute spark ar-
rester. There is a difference between a "shroud" that hides an
unattractive spark arrester and the.spark'arrester itself. More
decorative spark arresters have been available for some time.
The requirements for their installation vary from manufacturer to
manufacturer. In the case of Pardee Construction, the installa-
tions consisted of a fully tested spark arrester hidden behind a
"shroud ". The chimneys were made safe by removing the "shroud ".
The question now is whether to replace an unattractive spark ar-
rester with a more decorative one.

In accordance with Council's request, the Building Official
spoke with Mr. David Geduld at Pardee Construction on Friday
April 5, 1991. He indicated that he would write a letter
memorializing our conversation. He also indicated that he in-
tends to make himself available to answer Council's questions at
this meeting. This memorandum will insure that the information
communicated by Mr. Geduld will be passed along in a timely man-
ner. Mr. Geduld provides the following information:

Nobody manufactures a "shroud" which has been tested and
listed to conceal the spark arrester. These manufacturers do
test and list various styles of spark arresters. In order to in-
stall a more decorative spark arrester the following work must be
done:
1. Remove the existing spark arrester
2. Remove the sheet metal flashing that covers the
top of the chimney chase.
3. Modify the chimney with an appropriate chimney adapter
kit and chimney sections.
4. Remanufacture or replace the flashing to increase the
opening size and rain collar to fit the adapter.
5. Replace the flashing.
G. Install a new spark arrester.
7. Paint and repair collateral damage to roof.
Staff has spoken with Deford's Fireplace who are in the
process of making similar repairs in certain UWC tracts. They
indicate that task number four above is required for some
manufacturers and is not required for others. They indicate that
no remanufacture of the flashing would typically be needed for
Tempco fireplaces. They have not had to replace flashings in the
UWC tracts.
Recommendation
Receive and file and provide any further direction to staff.
