BACKGROUND At the Council meeting of September 5, 1991, Council directed the Parks and Recreation Commission to consider a design for a picnic pavilion for the Community Center Park, prior approval from the Council to be obtained before implementing. During discussion of this item at the Commission meeting of September 10, 1990, the Commission agreed a children's tot lot /play area should be included with installation of a picnic shelter and directed staff to prepare a report for installation of both items. At the December 11, 1990 Commission meeting, site locations were discussed but not agreed upon. The Commission established a Committee of members Hall and Thompson to work with staff to prepare a site recommendation for Commission's consideration at their January meeting. At the January 14, 1991 Commission meeting, the Committee of Commissioners Hall and Thompson recommended a tot lot be placed in the open area between the County parking lot and the lower Community Center parking lot. The Commission further discussed the need to proceed with a picnic shelter or add additional picnic tables.
