SUBJECT: CONSIDER TOT LOT AND PICNIC TABLES AT THE
COMMUNITY CENTER
This report presented from the Parks and Recreation
Commission for your consideration was directed by the City
Council.
BACKGROUND
At the Council meeting of September 5, 1991, Council directed
the Parks and Recreation Commission to consider a design for
a picnic pavilion for the Community Center Park, prior
approval from the Council to be obtained before implementing.
During discussion of this item at the Commission meeting of
September 10, 1990, the Commission agreed a children's tot
lot /play area should be included with installation of a
picnic shelter and directed staff to prepare a report for
installation of both items. At the December 11, 1990
Commission meeting, site locations were discussed but not
agreed upon. The Commission established a Committee of
members Hall and Thompson to work with staff to prepare a
site recommendation for Commission's consideration at their
January meeting.
At the January 14, 1991 Commission meeting, the Committee of
Commissioners Hall and Thompson recommended a tot lot be
placed in the open area between the County parking lot and
the lower Community Center parking lot. The Commission
further discussed the need to proceed with a picnic shelter
or add additional picnic tables. Also, the Commission agreed
a fence was needed to prevent children from running onto

Walnut Canyon Road, and a crash barrier was needed at the
south side of the lower parking lot to prevent the
possibility of a car driving into the tot lot. The
Commission directed staff to bring back a recommendation on
play equipment, fencing and in lieu of a picnic shelter, add
four Quick Crete picnic tables and two spring toys.
At the Parks and Recreation Commission meeting on April 8,
1991, the Commission unanimously approved recommending to the
City Council installation of a children's play area and
picnic tables as follows:
1. Play area - 55 ft. diameter circle with
concrete curbing, 173 ln. ft. at $13 /ft. $ 2,249.00
2. 4' high Wrought Iron fence to enclose 600
of play area. Color to match City buildings.
4' x 104' @ $15 /ft. $ 1,560.00
3. In lieu of a slumpstone crash barrier,
plant 10 - 24" box trees (Myoporum Carsonii)
south of the lower parking lot to act as a
crash barrier to prevent cars from driving
into play area 1 $ 2,000.00
4. Barbecues (4), Iron Mountain Forge #210 -X $ 1,237.00
5. Sand, 42 tons $ 390.00
6. Site preparation, tractor @ 8 hrs. x $65 /hr. $ 520.00

Project total $36,800.00
If approved, the City will purchase the playground equipment,
spring toys, barbecues, and picnic tables and solicit bids
for the other items.
This project was not budgeted for in the FY 90/91 budget.
FUNDING:
Prior City Council action of the October 30, 1987, Council
meeting approved all park improvement funds (neighborhood and
community) in the Central Zone be designated for use in the
development of a Downtown Park. The current unaudited Central
Zone Park Improvement Fund balance is $2,063,960:
Community 400 $ 825,584
Neighborhood 60% $ 1.238,376
Total: $ 2,063,960
MOTION: Commissioner Hall moved and Commissioner Thompson
seconded a motion to approve installation of a tot lot and
picnic tables at the Community Center Park as outlined and
project to be funded from the Neighborhood portion of the
Central Zone Park Improvement fl.inds. Unanimously approved.
STAFF RECOMMENDATION: (Roll Call Vote)
1. Approve the Parks and Recreation recommendation.
2. Authorize staff to solicit and award bids.
3. Authorize the City Manager to negotiate and sign all
contracts on behalf of the City to complete the project.
4. Appropriate $36,800 from the Neighborhood portion of the
Central Zone Park Improvement funds.
