HARE City Treasurer Staff was authorized by City Council at the meeting of April 3rd to proceed with the development of a loan and grant agreement with the Boys & Girls Club related to the purchase of the Moorpark.' Memorial High School gym for use as a satellite facility serving the do&-ntown area. Recent communications with the County CDBG reoresentatives indicate that the City can't proceed to an escrow agreement or other loan or grant agreement until the environmental reviews are complete on this application. Given that the application is well underway and that significant progress has been made toward the expenditure of the funds related to this project, it is felt by the County CDBG representatives that this project should be considered an expenditure of CDBG funds allocated for prior years. It is advised, however,. that two requirements remain to be met prior to the use of the CDBG funds fcr this project. First, the eligibility of the project must be confirmed. The census and survey of the club membership which will be served by the satellite facility must be submitted to the City and the County by the Boys & Girls Club. Second, the fair market value of the property must be determined. The extrapolated value from the appraisal of the entire site is not adequate. A site specific appraisal must be conducted by the Boys & Girls Club to the satisfaction of the County CDBG staff. The ccst of the appraisal can be an allowable expense of the grant application. Inclusion of the appraisal cost will require a minor aTendment of the application. 799 Moorpark Avenue Moorpark, Califomia 93021 (805) 529 -6864 Both of these outstanding requirements should be completed prior to the final environmental clearance. once all of these outstanding issues are resolved, the City and the Boys & Girls Club can execute the necessary loan and grant agreements. Recommendation Direct staff to work with the Boys & Girls Club representatives to complete CDBG eligibility and grant application. 1
