SUBJECT: Consider Chamber of Commerce Request for City
Contribution to Concert in the Sky on July 3, 1991
The attached April 22, 1991 letter from the Moorpark Chamber
of Commerce requests City Council approval to fund the law
enforcement costs for the July 3 , 1991 Concert in the Sky
event at a cost not to exceed $4 , 000. The City has funded
this service the past two years.
In March 1991, the Chamber requested consideration for City
funding of $16, 200 for a second twelve month contract to
provide certain services. On March 20, 1991, the Council
extended the agreement for two months with additional
compensation of $2 , 000 and agreed to consider the Chamber's
proposal during the 1991-92 budget deliberations.
As part of the budget deliberations, the Council will also
consider financial assistance for Moorpark Country Days. In
1990-91, $6,400 was budgeted to fund law enforcement related
costs for the parade and daytime portion of the festivities.
These three items total $26, 200 and should be considered
during budget deliberations. The Council 's action on the
request for the July 3 event should, however, be made as soon
as possible so the Chamber can plan accordingly. Waiting to
make a decision until the usual budget adoption in late June
could impact the Chamber ' s plans for the event. On the other
hand, the Council is aware of the magnitude of the projected
State budget deficits and the uncertain impact its resolution
may have on State subventions and/or newly imposed costs for
cities.
It is recommended that this request be referred to the Budget
and Finance Committee, with a report back to the Council on
June 5, 1991. The City's preliminary draft budget is
expected to be available at that time.

Dear Mayor Lawrason:
The Moorpark Chamber of Commerce is planning to sponsor it ' s third
annual Independence Day event, "Concert in the Sky" at Community High
School on Wednesday, July 3 , 1991.
As in the past, the Concert in the Sky Committee and the Chamber's Board
of Directors are requesting the City Council ' s support of the event
through waiver of all on and off-site law enforcement costs related to
the event.
Last year's total law enforcement costs (as outlined in the attached
memorandum dated July 10, 1990) were $3, 252 .52 . We are requesting that
the City Council vote approval for law enforcement costs for this years
event not to exceed $4, 000. 00 .
As referenced in the attached memorandum, there were few problems at
last year' s event, and our volunteers will once again provide assistance
throughout the day.
More than 100 Chamber of Commerce volunteers and corporate sponsors
contribute their time and financial support to this event . We look
forward to the City' s continued support of this family-oriented
community-wide event.
Thank you in advance for your consideration of our request . We hope to
continue working with the City Council in achieving our mutual goal of
community betterment.

INDEPENDENCE DAY FESTIVITIES
Discussion:
During the City Council's meeting on May 2, 1990, the Honorable City
Council agreed to fund all on and off-site law enforcement costs
related to the City's Independence Day celebration, a "Concert in the
Sky" . Costa were not to exceed $4,000.00.
The event on July 3, 1990, once again occurred at the new Moorpark
High School . Staff's report will synopsize the days activities and
identify incurred policing costs.
A very family oriented crowd was on hand inside/outside the event
site. This contributed significantly to the low number of incidents.
As expected , parking and crowd control were areas of primary concern.
On site the crowd was estimated at 7 ,000 while several thousands
viewed the fireworks from the surrounding area.
Although a significant number of vehicles drove into the area , very
few traffic problems arose. One minor traffic accident did occur.
Vehicles parking in front of the schools driveways 'blocking gates at
entrance/exit points was an on-going problem however, volunteers
assigned to these areas helped to keep vehicles moving.
Mountain Trail between Tierra Rejada and Mountain Meadow was closed
for parking. Parking was orderly and allowed close proximity for
visitors . Street parking restrictions in the area were waived to
handle the parking needs.
Citizen vD) untee rs were available to provide assistance throughout the
day . They appeared well versed on their duties and were easy to
locate .

nblems occurred. Approximately half a dozen lost children were
eturned to their parents, four parking citations were issued and no
/crests were made.
The Sheriff'e Mobile Command Post was on-site the entire day. The
Mounted Patrol and motorcycle personnel were very active and '
contributed greatly to the crowd and traffic control. Two-man deputy
teams were separated to address all issues and accomplish objectives.
Sheriff's Cadets directed and monitored traffic conditions throughout
the evening.
Staff has submitted a post action report to the City Manager's Office
for review and discussion.
Law enforcement costs were controlled through scheduling and the use
of Sheriff's Reserves, Cadets and Explorers. Law enforcement staff
was supervised by Sergeant Dennis Carpenter and consisted of ten
deputies, four reserves, four cadets plus explorer scouts.
Law enforcement costs have been calculated as follows:

1 - Sr. Deputy 4.0 hours @ 19. 64 = 78.56
2 - Deputies 16.0 hours @ 18. 10 = 289.60

1 - Sergeant 2.0 hours @ $36. 43 = $ 72.86
5 - Sr. Deputies 36.0 hours @ 29. 46 = 1 ,060.56
3 - Deputies 18.5 hours @ 27 . 15 = 502.28
4 - Reserves 26.0 hours @ 15.00 = 390.00
4 - Cadets 32.5 hours @ 10. 55 = 342_88
