The purpose is to formally adopt goals and objectives for the coming year and make financial decisions in accordance with the adopted goals and objectives. To that end, staff has developed a City Mission Statement and preliminary Goals for each major departmental function. They are listed below. The Mission Statement is intended to be a broad statement of purpose for the entire City. Because of its broad nature, the Mission Statement will not change much over time, and numerous Goals and Objectives can be developed which will be consistent with the Mission Statement. The Goals are more focused than the Mission Statement, but like the Mission Statement, they provide latitude to support numerous and wide-ranging Objectives. After the City Council approves the mission statement and goals, staff will develop a list of objectives for each goal . The objectives will support the goals and be within budget constraints. Redevelopment and Economic Development Provide necessary staff support that facilitates the revitalization of the downtown area, expands the tax base, increases revenues and encourages greater diversity of businesses and services. gmergency Preparedness Ensure that City properly anticipates and is prepared to respond to natural and manmade disasters. public Transit Provide a safe, efficient alternative to automobile travel in Moorpark. Solid Waste Ensure that solid waste is disposed of in accordance with the adopted state hierarchy of reduce, reuse, recycle, landfill. City Attorney Provide sound and timely legal advice to the City Council and staff which encourages solutions and avoids litigation. City Clerk Provide responsive service and support to City Council, staff, and public through efficient storage and retrieval of City records; and ensure timely compliance with the Political Reform Act and Elections Code. Administrative Services Administration Effectively organize, coordinate, and manage all departmental activities. Accounting and Finance Plan and account for City revenues and expenditures in accordance with budget priorities established by the City Council and invest funds safely while maximizing yields. Data Processing Improve workload efficiency by planning, acquiring, and maintaining hardware and software systems and training personnel in their use. Personnel,, Provide the City with qualified applicants and a recruitment and selection process which fairly evaluates abilities of applicants; and manage benefit program to facilitate employee use while minimizing cost. Purchasing Ensure that all expenditures conform to established purchasing procedures so that City funds are maximized. Cable Television Provide a variety of quality programming on the City's public access channel . Public Safety Administration Provide coordination and leadership necessary to introduce new programs, enhance existing services, and foster public support. Community Services Officer Provide public education and crime preventions programs to general public, students, and businesses. Patrol 4ervices Provide a safe environment for the public through a high-profile presence and proactive approach to identified problems and timely response to calls for service. In' esttgation Promptly investigate all crimes and apprehend criminal suspects. Traffic _Enforcement Encourage vehicle code compliance through high-profile presence on major city streets and state highways. Community Development Administration Effectively organize, coordinate, and manage all departmental activities. Advanced Planning Ensure the general plan is consistent with state law; monitor projects, plans, environmental documents, and activities of other agencies for potential impacts to Moorpark. .bode Enforcement Encourage compliance with the municipal code. Building and Safety Ensure that all development occurs in accordance with adopted building codes and standards. Mousing Provide safe and varied housing stock to accommodate all economic and social groups, with an emphasis on the provision of affordable housing. Community Services Administration Effectively organize, coordinate, and manage all departmental activities. Recreation Enhance and expand quality, low- and no-cost recreational opportunities for Moorpark residents, and effectively coordinate recreational activities with other organizations. Parks Provide well-maintained, safe general purpose parks in all areas of the City and construct budgeted improvements in a timely manner. Crossing Guards Provide a safe route across designated intersections for children walking to and from school. Capital Projects Coordinate the economical design and construction of capital improvements. Streets Maintenance Ensure proper and timely maintenance of streets and installation of traffic control devices and pavement markings for safe and adequate traffic flow. City Engineer Develop civil and traffic engineering conditions for proposed developments; provide timely plan checking, inspection, and traffic engineering services; and ensure appropriate design standards for capital improvement projects.
