Richards, Director of Community Development Date: May 7, 1991 (City Council Meeting 5/15/91) Subject: 1991 DOWNTOWN REVITALIZATION CONFERENCE June 12 - 13, 1991 In accordance with the Moorpark Operating Procedure No. 1 - Meeting & Conference Expense, this memorandum is being forwarded to the Council so as to approve the Director's attendance at the League of California Cities Downtown Revitalization Conference. The MOP No. 1 requires that when the cost of registration; lodging meals etc. are at City expense, the City Council must approve such expenditure. It is the intention of the Director to attend the League of California Cities 1991 Downtown Revitalization Conference June 12 and 13, 1991, in Sacramento. The estimated cost associated with the Director's attendance is as follows: Registration Fee $155 Air Transportation $215 Hotel (2 nights) $198 Meals $ 64 Car rental 65 $697 TOTAL The remaining budget for budget attendance is approximately $5,000 for FY 1990/91. California cities are confronting the challenge of keeping their central business districts productive and competitive in the face of recession and ever increasing competition from shopping centers and suburban development. Many are turning to downtown revitalization as a way to retain the viability of their business districts. Initiating and implementing a successful downtown revitalization strategy requires an effective organization and a thorough understanding of the techniques. This conference covers a variety of techniques for revitalizing your downtown,whether you're just getting started, or already have a program in place. While the focus is primarily on small- and medium-sized cities, larger cities will certainly gain valuable information for both downtown and neighborhood revitalization strategies. The conference will explore how cities and the business communities can work together, building on the strengths of each. We encourage each city to send at least one representative and to invite representatives from your Chamber of Commerce or Downtown Business Association to attend with you. Don't miss this valuable educational experience. The ideas you gain can return many times the small investment you will make to attend. For those flying, there are discount airfares to the Bay Area and car rental discounts to Sacramento through Hertz Rental Car. The League has also arranged discount airfares to Sacramento from most Southern California airports(see details on page 2). No spouse program is planned; however, spouses are most welcome to attend any of the sessions, receptions and meal functions. Meal tickets for spouses or guests may be purchased at the League Registration Desk. Information on local attractions will be available. You can reduce your cost by registering in advance. To take advantage of the advance fees, the registration must be postmarked not later than June 3, 1991. After that date the full fee will apply. The registration fee includes program materials, programmed meal functions, a reception and breaks. The Hyatt Regency Sacramento is offering a special League rate of$89 single or twin/double-bedded room (plus 11 percent city hotel tax). To confirm hotel reservations, a deposit in the amount of the first night's guest room rate or a guarantee with a major credit card is required. Deposits are refundable if your reservation is canceled by 6:00 pm on date of arrival; record your cancellation number. Check-in time is 3:00 p.m.; check-out time is 12:00 noon. Discussion focuses on understanding the mall's business mix. 12 noon GENERAL LUNCHEON Rebounding in a Recession This session is tailored to explore economic trends impacting downtown today in the midst of reccession; and discusses methods to use to survive. 2:00 - 3:15 pm CONCURRENT SESSIONS I. Funding Downtown Revitalization Funding downtown revitalization is an issue facing cities of all sizes.This session discusses various methods that successful programs have used. II. Developing Effective Downtown Specific Plans This session explores various processes used to generate a plan that represents the community's vision for downtown, and how such plans are implemented. 3:45 - 5:00 pm CONCURRENT SESSIONS I. Business Assistance: Using Location Educational Resources The roles that community colleges and small business development centers can play in assisting downtown revitalization is examined in this session. II. Promoting Downtown: Establishing an Image Various ways to celebrate downtown's diversity, attract pedestrian traffic, generate excitement , and create a unified identity for downtown--all with the cooperation and participation of the business community. Downtown's Evolving Market: "Ways Business Can Find a Niche" (Case studies in California); Showcases examples of how new retail and professional uses that cater to new market demands are being introduced in downtown; ways existing businesses have altered their products or service to keep up with competition and demographic changes. Human Issues in Revitalization Dealing with the difficult problem of moving people through and around downtown;accommodating pedestrian and automobile traffic; meeting the community's need to have a downtown that is comfortable for and accessible to people.
