The district was created in 1985, and assessments have been levied in the following fiscal years: 85/86, 86/ ','7, 89/90, and 90/91. The City Council must annually act to levy t,e assessments. These parcels are more particularly described in maps prepared in accordance with Section 327 of the Revenue and Taxation Code which are on file in the office of the Ventura County Assessor in the County Government Center Administration Building, 800 S. Victoria Avenue, Ventura, California and which are also made a part hereof by reference. The benefits to residential land ttse: are clear. The residents of the City utilize the parks during tsei" leisure hours. Benefits to non - residential property incline such items as offering employees the opportunity to utilizo :l the parks during lunch time and after hours, as well as provicing an aesthetic environment which attracts potential employees i ,t,) the area. The "people use" factors utilized _�.n ie ass -ssment district spread formula are shown in Appendix 'All The City Council approved a rebate procedure for disadvantaged citizens on November 1989. The pr zedure shall be followed as described in Appendix E. In conclusion, it is our opinion that the assessments within Parks Maintenance Assessment District No. AD -85 -1 are apportioned by a formula that fairly distributes the riet cost to each lot or parcel in accordance with the benefits that are rec.-eived. These benefits include aesthetic enjoyment, creation of a placement living and working environment, an increase in general property values, improved safety resulting from a regular tree trimming program and improved street sweeping capabilities resulting from trimming trees which may otherwis(� interface with street sweeping operations. Because of the general benefit received, the cost is spread equally along each parcel i the City. This amount is shown in the appendix. Rebate The City Council approved a rebate procedure for disadvantaged citizens. The procedure shall be as described in Appendix G.
