SUBJECT: Authorization to Advertise for Receipt of Bids
for the Construction of a Landscaped Barrier
on Williams Ranch Road
OVERVIEW
This requests authorization to advertise for receipt of bids for
the construction of a landscaped barrier on Williams Ranch Road
approximately 1500' west of Peach Hill Road.
THIS ITEM WAS CONTINUED FROM THE KA-Y 1, 1991, MEETING.
DISCUSSION
A. Background
In 1988, the City Council appr(:,.ved the closure of Williams Ranch
Road at the Edison Easement. This road closure was accomplished
through the construction of , wrought iron fence across the
street. Later, the City Council directed staff to study the
feasibility of replacing this t "ence with a permanent landscaped
barrier. Included in the Budget for Fiscal Year 1990/91 are
funds ($10,000) for the desigr and construction of this raised
planter to replace the exist.il:T fence.
B. Desian
A few months ago the City Council retained David Barwick, the
City's consultant Landscape Aruhitect, to prepare the plans and
specifications (special provisions only) for this project. Mr.
Barwick has completed the draft plans and Special Provisions.
Staff has completed the General Provisions and Bidding
Documents. A copy of the plans and specifications have been
distributed to the City Counci.. under separate cover.

C. Fire Department Review
Several months ago the City <- ouncil Public Works Committee met
with representatives of the Ventura County Fire Department to
discuss the feasibility of replacing the existing located gate
on Williams Ranch Road, with a landscaped planter area. The
Fire Department had no objection to the concept. More recently,
a copy of the project design was reviewed by the Fire Marshall's
Office. Again the Fire Department stated that they had no
objection to the project as X:roposed.
D. Schedule
The following schedule is keyed to the date of Council
Authorization to Advertise:
Bid Opening: 5 weeks
Award of Contract: 6 weeks
Commence Construction: 8 weeks
Complete Construction: 1I weeks
E. Fiscal Impact
1, Budget: The Budget for Fiscal Year 1990/91 provides $10000
in Gas Tax funds for the construction of this project. ,
2. Cost Estimate: A Prelim:ina ,y Estimate of project costs is as
follows:

Contingency $1,350
Total $11,000
3. Fiscal Year 19992: As you can see, the projected costs may
exceed the amount ($10,000; budgeted for this Fiscal Year.
If it is determined that the contingency shown above will be
required to complete the project, an additional $1,000 will
be budgeted for Fiscal Year 1991/92,.

F. Road Closures
The City Attorney is in receipt of a recent appellate court
decision regarding the erection of road barriers. In summary,
that decision states that roar.u* closures must be: 1) consistent
with the Circulation Element of the General Plan, and 2)
consistent with a set of adopted City rules and regulations
Government pertaining to the rectior7 road barriers.
This project does not propose the erection of a barrier -- only
the replacement of an existin(x fence barrier with a landscaped
planter. For that reason this recent court ruling may not apply
to this project.
RECOMMENDATION
Staff recommends that the City Ccinca_l take the following actions:
1. approve the plans and spec fications; and,
2. authorize staff to advez ':isi� f -)r receipt of bids for
construction of the pro j ec
Note: Should more tim( be :required to resolve the
question regarding the court ruling on road
closures discusseca above, it is recommended that
this item be cont iued to the adjourned meeting of
May 22, 1991.
