SUBJECT: STATE HOUSEHOLD HAZARDOt WASTE GRANT CONCERNS
The City was recently notified by he California Integrated Waste
Management Board that its applicati )n for a Discretionary Household
Hazardous Waste grant was not recommended for funding. Staff has
requested a copy of the rater's comments. However, based on
information provided by the State in its report that accompanied
the notice of awards, there are we arErs of concern about the
method of allocating funds.
There is a total of $4 million cv,. ai lable each year in the fund,
distributed between non - discretionary and discretionary categories.
Non - Discretionary grants, which receive highest priority, reimburse
jurisdictions that have already sponsored programs. Discretionary
grants finance new programs and ire only awarded after all non -
discretionary applications have been funded. As household
hazardous waste programs are very ostly, this system favors large
jurisdictions that can provide front -end funding. This year, the
State received 46 non - discretionary applications, and funded 44
( two did not meet basic: qualif icat. -, ans ) , for a total of $3,280, 000.
Only $720,000 (18% of the tot.a: ` ?4 mi:]Lion) was available for
discretionary applicants.
Of the amount available statewide for discretionary grants, only
13% was awarded to jurisdictions s(Nuth of Fresno. As the Southern
California region has a majority if the State's population, this
appears to be an serious inequit No jurisdiction in Ventura
County received funding.
Staff recommend that the Council dLrect a letter describing these
concerns to Senator Hart and to Assemblyman McClintock, in the hope
that there will be additiona consideration for smaller
jurisdictions and for the Souther Californian region in future
grant cycles.
