SUBJECT: VENTURA COUNTY HOMELESS; COALITION
Background
At the City Council's May 1, 199 meeting, staff was requested to
report back to the Council regar'ina the Ventura County Homeless
Coalition.
Discussion
Attached is a copy of the Missi' -)n Statement and Organizational
Guidelines for the Ventura County Homeless Coalition. A membership
roster is also attached. Curren�ly, the cities of Ventura, Simi
Valley, Oxnard, and Thousand Oaks are members. The Council
received a letter dated April 11, 1991, from Frank Sch llo, Mayor
of the City of Thousand Oaks, whi h t.rged the City of Moorpark to
join the Coalition.
The membership fee is currently (.:,)Iiy $25 a year. Staff recommends
a trial one -year membership.
Recommendation
Allocate $25.00 from Affordable Hoasing Fund to pay for a one -year
Ventura County Homeless Coalition - membership fee.

MISSION STAT MENT
The mission of the Ventura County Homeless Coalition is to develop
and maintain a county -wide cooperative effort to address the
various human needs of persons within Ventura County Who may be
considered to be "homeless" or "�At risk of homelessness."
The goals of the Coalition are t
1. promote and support coorperative service delivery efforts in
order to discourage duplication of effort;
2. share information among its membership related to the
available services, innovati°e programs, and potential funding
sources;
3. inform the government representatives and other community
groups as to the comprehensive needs of the homeless in
Ventura County including low income housing, employment, other
income supports, and adequat > = Levels of social services.
ORGANIZATIONAL GUIDELINES
MEMBERSHIP
The Coalition is comprised of fiv categories of members:
* Public Service Provider:,
* Non- profit Service Provders
* Elected Officials /Representatives
* Private - for - Profit Organ izatioras
* Individuals
Fees for membership are set at $2,,OC per year. Membership fees
can be waived by the steering Committee approval.
Each Member entity shall have )ne vote on general coalition
business. In order to vote on Coalition matters, members /agency
representatives must demonstrat.t active involvement in the
Coalition. To this end, members /agency representatives are
eligible to vote on matters when -hey have attended at least 3 of
5 meetings immediately precedinls

will strive to work on points of agreement rather than emphasizing
differences. Where voting on a certain issue conflicts with the
agency or interests that a member- represents, it is expected that
they will abstain from the vot- and this will be noted in the
meeting minutes.
COMMITTEES
Steering Committee:
The Steering Committees shall consist of the Coalition
Chair, Vice Chair, Secretary„ and two members at large.
The Steering CommitteY� shall meet monthly. Steering
Committee members wi:I serve a term of one year,
commencing January of ,ach year.
The Steering Committ:e(r will be responsible for:
setting the agenda; re,w,iewing committee functions
in light of Coalition �7riorities; assessing and
recommending goals, ot:,ijectives, and priorities to
the Coalition; and assigning tasks, duties, and
responsibiliteies t_i t,,e standing and ad hoc
committees.
Committees:

Committee Chairs shall be selected by the Committee
membership. The st.arh.J.ing committees shall meet once
monthly and report t: the membership at the monthly
Coalition meetings.
A standing committee c,n request to go on inactive
status if there is a p,riod of time when no meetings
are necessary. If a -,)mmittee has been on inactive
status for more than 4 ,months, the Steering Committee
will determine whether :)f not the committee should be
disbanded or reorganiz,i.
Ad Hoc Committees can e estalAished to work on special
projects of a time l:im ted duration. Formation of and
selection of Ad Hoc Co mittee members shall take place
at monthly Coalition m�:r!tings. Ad Hoc Committees shall
report on their pr-( cr:> a" the monthly Coalition
meetings.
MEETINGS
The membership of the Ventura County homeless Coalition shall
meet once a month on the ti-ii td Wedresday of each month.
DEFINITION OF TERMS
AT RISK OF HOMELESSNESS:
Families /individuals who ar, housed, earn low - moderate income
(800 of median income) or, '.)elow, and spend 500 or more of
their income on rent.
ELECTED OFFICIAL:
Any elected official havi.nq jurisdiction within Ventura
County, or an appointed rep- esentative of the same.
HOMELESS:
(a) An individual or family which lacks a fixed, regular,
and adequate nighttime residence; or
(b) An individual or family which has a primary nighttime
residence that is:
I. A supervised public,y or privately operated shelter
designed to provide temporary living accommodations
(including welfare 'otels, congregate shelters, and
transitional housin for persons with mental
illness);
2. An institution that provides a temporary residence
for individuals intended tc., be institutionalized; or
3. A public or private place clot designed for, or
or ordinarily used , i, a requ ar sleeping accommodation
for human beings.

INDIVIDUAL:
A Ventura County resident wr is interested in the issue
of homelessness and is not a representative of any other
membership category. Indiviiva7 members shall not exceed
200 of the membership.
MARGINALLY HOMED:
Those who live in overcrowds: or substandard conditions.
NONPROFIT SERVICE PROVIDER:
Any agency with a 501(c)(�,) ,hat provides services to
homeless, marginally homed
and families. at -risk individuals
PRIVATE FOR PROFIT ORGANIZATION:
An organization or company .ii the private business sector
that is interested in dealinu with the issue of
homelessness in Ventura County,. They may or may not
provide direct services to tl Homeless population.
PUBLIC SERVICE PROVIDERS:
Any city, county, state or f'eieral agency that provides
services to homeless, margin�.l Iv homc.-2d, or at -risk
individuals and families.
