Activities will center on the July 4 national holiday, and include recognition of Moorpark residents who served in the Gulf War and volunteers who assisted with the City's flag and ribbon decoration program in February. Recognition of Service People. Staff is currently compiling names of Moorpark residents who served in the Gulf, and propose to invite them as special guests of the City at the July 3 "Concert in the Sky" . Service people to be recognized must either reside in the City or be an immediate family member (spouse, parent or child) of a Moorpark resident. Staff has contacted regional media, veteran's groups, political representatives and other local sources and identified approximately 15 residents who served in the Gulf. During the July 3 program, the Mayor and Councilmembers will recognize these service people by name and present each with a plaque of appreciation from the City. One or two service people will be asked to present brief speeches. Chamber and City staff are currently working together on details for this portion of the event. Recognition of Volunteer Groups. It is also appropriate to recognize the seven volunteers and thirteen community groups who assisted with posting flags and yellow ribbon in the City in February. Volunteers and a representative of each group will be invited to attend the July 3 event, be introduced by the Mayor and Councilmembers and given a certificate of appreciation from the City. Letters will be sent to volunteers and to community groups to invite them to the July 3 event and to request that they remove remaining yellow ribbons and flags from their originally assigned area by June 16. Event news articles will also indicate that residents may remove decorations in their neighborhoods. City crews will remove remaining decorations by June 21 . Staff Recommendation Direct staff to continue planning efforts to recognize Gulf War service people and Support the Troops community volunteers at the July 3 "Concert in the Sky" and to authorize removal of remaining flags and yellow ribbons throughout the City.
