Background
On November 9, 1987 the City :;ouncil adopted Resolution 87 -429
approving Vesting Tentative Tra, 4341 and Residential Planned
Development Permit 1071, allowin , construction of 154 single family
homes and one recreation lot. 11e 3 -Tracts in West Village were
originally approved with limited arcs 11!tecturai variation from the Tracts
in North and South Village. Thus, t ere hao been little to distinguish the
three villages from each other.
During the public hearings for Tra(.- 4341 there were comments to the
effect that the design and character (; the West Village was too much like
that of South Village, and there vv is ittle to give it it's own distinct
character. In rethinking the commel is of tr e City Council, Urban West
decided to incorporate the comments presented at these past hearings by
making modifications to the design , West Village beginning with Minor
Modification No. 1 (approved by the D rector o•i September 11, 1989). The
purpose of that Modification was to 1::r)nform o the Planned Community 3

which was lacking between the previously completed North and South
Villages. The approved modifications for the West Village included
changes to the sizes and floor plan. of the houses, the common area
landscaping, include more drought tolerant plants, design of the fences
and walls, and the exterior elevation< of the units. These modifications
were made to the 3 Tracts in West Village in order to create a slightly
different character than exists for the homes in either North or South
Village. As in the North and SOL.th Village Tracts, the architectural
themes in West Village are a mp i�ture of Spanish, Traditional and
Mediterranean, but modifications vGere made to create a 'different
character between West Village and r,7e already completed phases. The
three architectural themes are each presert within each of the three
Tracts rather than each Tract withir, West t /illage being limited to one
theme.
Discussion
The requested Minor Modification (No 2) to PD 1071 is for interior and
minor exterior elevation changes to Tract 4341 (in addition to the changes
that were previously approved in Minof Modification No. 1). The proposed
changes to the interiors include aclaitions cf fireplaces, a redesign of
closets, bathrooms and staircases Trrese proposed interior changes will
not affect the building's footprin, or elevations The proposed
modifications to the exterior's inclLfde changing multi -pane to single -
pane windows, change of window lc: cations, and the addition of more
detailed garage doors. Each house will stsil maintain its architectural
theme and the proposed modificationE would riot affect the appearance of
the houses. The colors and materials :) be utilized will remain unaffected.
The replacement of the multi -pane windows with single -pane windows
was discussed by the Council when RF'D 1070 Minor Modification No. 1 was
reviewed at the July 25, 1990 Counc meeting. Urban west is trying to
ensure that the design of all of tl � wind9:ws in West Village remain
consistent.
Staff has met with Urban West to rev ew the proposed changes and the
Director is satisfied that the chancles made between the approved
elevations and those proposed in this application will meet the intent and
approved design of the original permit
The Director of Community Development nas reviewed the proposed Minor
Modification and intends to approve it Pursuant to Resolution No. 88 -523,
the Director has the authority to approve Minor Modifications. This matter
is being presented to the Council as �a courtesy. Should the Council desire
to appeal the Director's decision a public hearing date should be scheduled.
The next available hearing date is Jur e 19. 14391. If the Council takes no
action then the Director's decision stoma du,

Dear Pat:
This letter will serve as our requesw for a mirror modification of RPD 1071
(Tract 4341) Belmont for minor arc tect',irai modifications to our exterior
elevations.
The minor exterior elevation rnoa °icatians that are the subject of this
request were discussed at our me- ting on April 17, 1991, Niost of the
modifications on the four (4) plans .re -nr no! architectural changes based
on alignment and placement of deta 1s. Theses changes are consistent with
those of Tracts 4340 and 4342 whit minor rnc>difications were approved by
the Moorpark City Council at past hearings. B'hese modifications have also
allowed us to make minor interior t )or plan changes on the plans. These
changes do not affect the approve -J buildint, footprint. :Also, as in our
previous requests, we have changes ;orne windows from multilite windows
to single lite windows.
These modifications have been rraoe to reflect the current market demands
for this particular program and ontm,,e the effort to update the
architectural designs for neighborly_') 1 ge.iality
