The inadequacy of markets for re(-ycled materials and products made from recycled materials threatens the success of recycling programs. There is concern among Ventura County cities that as large municipal programs are fully implemented in neighboring areas (such as in the City of Los Angeles), it may become increasingly difficult for Moorpark's franchised haulers to successfully market the City's recyclables. By adopting purchasing encourage the use of recycled C guidelines that Y products, the City will take a Positive step in becoming part c the solution to this problem. It is also appropriate to formally adopt waste reduction guidelines. City staff has participated in recycling and waste reduction activities since May, ;989, and these programs have been successful in encouraging recycl nq and reducing the waste volume at City Hall. The City has the responsibility to take a leadership role in stimulating strong recycling markets and promoting waste reduction procedures with City contractors, businesses and residents. Adopting these guidelines is a; important process. first step in this Recommendation Refer Purchasing and Waste Reduction Guidelines to Public Works and Facilities Committee with a report and recommendation to the full Council prior to adoption of the 199L/92 Budget. WOZNIAK ": �mr�e Councilmember Councilmember City of Moorpark Purchasing and Waste Reduction Guidelines Goal: To promote the use of reusable, recyclable and recycled products and to encourage waste - eduction activities as part of the City's plan to meet AB 939 goal- Definitions: A reu produ,.:;t can be used again in its same form. A recyclable product can be technologically and economically reduced to the raw material of its component parts and reformulated into a new product. A recycled product has no less than 50% of its total weight consisting of recy(�led material. 1• The City of Moorpark shall purchase and use reusable, recyclable and recycled products whenever possible to the extent that such use does not negatively impact health, safety, economic constraints, performance standards or operational efficiency. 2• When approved by the City Manager,, a not -to- exceed ten (10) percent price preference may be given to qualified products that are reusable, recyclable or made from recycled material. 3. Recycled paper shall be us,d for products which are highly visible to the public, incl.uoinq Letterhead, copy paper and business cards. 4. When recycled products are ;lsed, reasonable efforts shall be undertaken to label them to inc ?irate that they contain recycled materials. 5• Waste reduction procedures, such as duplex copying, excess packaging, and minimizLng use of disposablesav(toner cartridges, kitchen supplies) sha i l be practiced by all City staff• 6. Each City department shall examine purchasing requirements and maximize use of products that are durable, reusable, recyclable and made from recycled feedstock. Such products could include office supplies, compost, motor oiL ;:paint„ tires, and construction materials. 7. Outside contractors and consultants bidding to provide products or services to the City should demonstrate compliance with the City's purchasing and waste re&.-tion guidelines to the greatest extent possible. 8• The City shall develop conditions for new residential and commercial construction that will provide adequate space for recycling activities Condition., shall also be developed that encourage use of recycled bu lding materials and maximize opportunities for the recycliinq of demolition and construction materials. 9. The City shall investigate joint purchasing opportunities other local governments as a way to maximize economic benefit with all jurisdictions.
