Staff has developed the attached guidelines as part of the City's
strategy for waste management and for compliance with AB 939.
The inadequacy of markets for re(-ycled materials and products made
from recycled materials threatens the success of recycling
programs. There is concern among Ventura County cities that as
large municipal programs are fully implemented in neighboring areas
(such as in the City of Los Angeles), it may become increasingly
difficult for Moorpark's franchised haulers to successfully market
the City's recyclables. By adopting purchasing
encourage the use of recycled C guidelines that
Y products, the City will take a
Positive step in becoming part c the solution to this problem.
It is also appropriate to formally adopt waste reduction
guidelines. City staff has participated in recycling and waste
reduction activities since May, ;989, and these programs have been
successful in encouraging recycl nq and reducing the waste volume
at City Hall.
The City has the responsibility to take a leadership role in
stimulating strong recycling markets and promoting waste reduction
procedures with City contractors, businesses and residents.
Adopting these guidelines is a; important
process. first step in this
