II. PROJECT" DESCRIPTION
A. PROJECT DESCRIPTION (Attact any preliminary plans or drawings)
1. Detailed Narrative Descrip•ior:
This project will use CDB,3 funds as a loan to assist the
Moorpark Boys and Girls Cl;b to acquire a new site that will
be a satellite facility ~or the low and moderate income
downtown neighborhood. CDB funds will be applied to the down
payment for the site, as a loan, and combined with a $50,000
grant from other CDBG resources. This site will be used for
basketball activities, nd daily walk -in recreational
services.
As a loan to the Club, tr.is project will generate project
income. Pursuant to the coperative Agreement between the
City and the County for program years 1988 through 1991, the
City Council has specified that the Program Income from the
Club's project will be app,.ied to an Affordable Housing Land
Acquisition project. The C.ty is investigating possible sites
for this project at this :ime. The development of a loan
repayment schedule from 'th} Club to the City will be based on
the City's need for funds, and will be deferred at the City's
request, if needed, for further development of an affordable
housing acquisition projec•. The first repayment of the loan
is anticipated to be re.cei.ved in the fall of 1992, but no
specific date has been determined. This will be an interest
free loan.
The City recognizes that if the proposed use of project
income, as specified above, changes, that a public hearing
will be required to make t'-ds change. Furthermore, the City
recognizes that when publ:c hearings are held for a program
year in which the City anti ipates that program income will be
repaid to the City, that this income must be part of this
public hearing, and be "suzstantially disbursed" before other
funds are drawn down fr,:Dm he U.S. Treasury.
2. Need(s) to be Addressed (t,,,rratrive):
There is a need in the downtown area to provide activities to
neighborhood teens after school, during holidays and on
weekends. The Boys and Giz..s Club is the only organization in
the City which provides these services. The need for services
has grown rapidly, (coinci :entally with the population growth
of the City- 4,000 in 1980, 26,000 in 1990) and currently, one
site provides administr t :ion for Club activities, and
recreational services f,.r 4'.. !tee.*zs. (Continued)

the pressing need for expan ion. The site to be acquired with
