SUBJECT : Consider Urban Forestry Grant Program Under
the California Wildlife Coastal and Park Land
Conservation Bond Act of 1988 and President
Bush' 1990 America the Beautiful
BACKGROUND :
America the Beautiful is a new national program that adds
additional funds to the Urban Forestry Tree Establishment Grant
Program. Its official title is the "America the Beautiful Act of
1990" and is contained in the Forestry Title of the 1990 Farm
Bill . The program is administered by the USDA - Forest Service
with funds passed through to the State Forester. California ' s
1991/92 allocation is approximately $600, 000 with no more than 20%
allowed for tree purchase and planting . This will be
approximately $120, 000 .
The California Department of Forestry and Fire Protection ' s (CDF)
1991/92 allocation under Proposition 70 will be approximately
$600, 000 .
Together, Proposition 70 and ATB available funds for 1991/92 will
be approximately $720, 000 . The funds will be combined and
administered in accordance with Public Resources Code 4799 . 12 .
PROGRAM GOALS :
A. Plant appropriate species of the highest quality in the most
appropriate places to mitigate heat islands .
B . Require long-term management and maintenance for health and
care of trees during the life of the trees, to ensure their
long term survival .

C . Incorporate community involvement/participation/education and
stewardship into every project .
D . Increase statewide public awareness of the benefits of urban
forests and long-term management .
E . Encourage projects that will inspire similar projects by
leveraging community resources .
GRANT HIGHLIGHTS :
1 . Application deadline for FY 1991/92 is 2 :00 p.m. Monday, June
17, 1991 .
2 . Projects must be completed within 18 months of award.
3 . Eligible costs are limited to the purchase of trees and
purchase and/or production of educational material .
4 . Grant request must not be more than $40, 000 or less than
$1, 000 and the cost of individual trees must not exceed the
average California wholesale rate for a 15-gallon tree of the
species to be planted.
5 . Agency must have start-up money and operating funds until
reimbursed by State which normally takes sixty (60) days .
ELTGTRT,E PROJECTS :
1 . Planting trees to shade concrete or asphalt including, but
not limited to, streets and walkways .
2 . Planting of trees in dedicated open space including, but not
limited to, excess parcels resulting from the construction of
streets, airports or waste reclamation facilities .
3 . Planting of trees in public parking lots and school yards .
4 . Planting trees to shade buildings .
INELIGIBLE PROJECTS :
1 . Tree planting projects on private property.
2 . Tree planting in parks .
3 . Tree planting on any common private areas .
As time is of the essence and due to the short notice received
from the Department of Forestry to file the grant application
(grant information received April 15, 1991) , staff has not had the
opportunity to review this with the Parks and Recreation
Commission . However, a former Parks and Recreation Commission
reviewed this grant, before "America the Beautiful" was added, at
their July 10, 1989, meeting at which time they appointed a
subcommittee, Commissioners Nainoa and Godinez, to review and
recommend locations for planting trees .
The subcommittee met on July 12 and selected eight (8) sites for
Commission consideration :
1 . Spring Road - South of bridge to Tierra Rejada;
2 . Tierra Rejada Island Median - Spring Road to Urban West
Communities;
3 . Island Median - Tierra Rejada, north of bridge;
4 . North side of Poindexter Avenue from Chaparral School to
Gabbert Road;
5 . Princeton Avenue - Hwy. 118 to Campus Park Drive;
6 . Campus Park Drive - South side from Penn Avenue to Happy
Camp;
7 . East side of Spring Road between Hwy. 118 and Charles;
8 . East side of Peach Hill Road from Peach Hill Park to corner.
Since the Parks and Recreation Commission met in July, 1989, sites
2 and 3 have been landscaped and are no longer eligible for
funding. Staff suggests the balance of the sites as recommended
by the Commission to the Council in July, 1989, be submitted to
the Department of Forestry for consideration for funding.
Additionally, staff recommends adding two additional sites for
consideration for planting; 1) north side of Los Angeles Avenue
between Spring Road and Millard Street (35 trees) ; 2) north side
of Los Angeles Avenue from approximately 100 feet east of Shasta
Avenue to approximately 400 feet east of Maureen Lane (20 trees) .
The total number of trees being requested through this grant is
635 . The estimated cost per tree for planting is $55, for a total
project cost of $34, 925 . The grant will fund costs for the trees
which are estimated to be $45 each, for a total of $28, 575 . The
City would fund the project balance of $6, 350 which is $10 per
tree .
Costs associated with this project do not include irrigation .
City staff would manually water the trees until established which
would be approximately 8 months . Irrigation costs are estimated
to be between $4, 000 and $7, 000 .

Funding for the City' s share of costs for this project is
recommended to be from the Landscape and Lighting Fund Account
#23-1143 .
STAFF RECOMMENDATION:
1 . Approve Resolution authorizing application for funds under
the Urban Forestry Grant Program for City wide tree planting.
2 . Approve sites for planting:
A. East side of Spring Road between Charles and Los Angeles
Avenue at High Street (4 trees) ;
B . South side of Campus Park Drive between Penn Street and
Happy Camp (160 trees) ;
C . North half of Princeton Avenue between Hwy. 118 and
Campus Park Drive (100 trees) ;
D . West side of Spring Road, south of Bridge to Christian
Barrett (200 trees) ;
E . East side of Peach Hill Road north of park to corner (36
trees) ;
F . North side of Poindexter Avenue from Chaparral School to
Gabbert Road (80 trees) ;
G. North side of Los Angeles Avenue between Spring Road and
Millard (35 trees) ;
H. North side of Los Angeles Avenue between approximately
100 feet east of Shasta Avenue to approximately 400 feet
east of Maureen Lane (20 trees) .
