Gilbert, Director of Public Works DATE: June 14, 1991 (Council (Meeting 6- 19 -91) SUBJECT: Consideration of Conceptual Design Alternatives for Charles Street Attached is a report from the City Engineer describing certain conceptual design alternatives to be considered prior to determining the final design for the proposed construction of curb, gutter, sidewalk and street impro,,rements on Charles Street between Moorpark Avenue to Spring Road. DISCUSSION A. Street Width Upon full review of the options presented, it is recommended that the curb -to -curb street width remain at thirty six feet (36'). B. Overlay u--- Re- construction As discussed in the City Engineer's report, there are benefits to be derived from the re- construction of the street (Options II, III & IVb). This approach will enable the City to provide street improvements which both fully meet present engineering standards and adequately provide for the drainage of adjacent private properties. This would be accomplished by lowering and /or raising the street as r)eeded to fit existing property elevations. This approach also; makes it easier to accommodate steep driveways located at the easterly end of the project. Trees Raising and /or lowering the street will make it difficult to preserve the trees. In addition, even with a thirty -six feet wide (curb -to -curb) street, saving the trees will require the construction of several "bubbles" in the curb to accommodate these trees. That is, the curb -- and the gutter flow line will have to curve out and around most of the trees. Option III provides for the removal of the seventeen trees which will be in conflict with the curb and qutt:.er. Staff recommends the selection of design Option III. Drainage is restricted due to the curbs being displaced by tree roots and the road surface is worn and potholed. There are several encroachments in the Right -of -way and some of the drives onto the street are substandard. The City Engineer has prepared plans to address these probiems. These plans provide for a street section of 36'. `iis I option I) would save as many trees as possible.. DISCUSSION Upon review of the completed de:_ign, the City Engineer was asked to develop several additional lternat.ive designs. Appendix A, attached, lasts the various des , qrl opta ons. OPTION I Overlaying the existing street and maintain existing street width (361- 011). Do not shift the street center line. Save all the trees along both sites of the street. Raise the proposed sidewalk and parkway OPTION II Re- construct the existing :street pavement and maintain the existing street width to (360- Oil center line. Save all the trees along oboth sides of street the street. Do not raise the proposal sidewalk and parkway. OPTION III Same as option II except remove trees which are in the way of proposed curb and gutter. Total tree removal will be t7. t OPTION IV - A Overlaying the existing street and widening the street to 401- Oil. The street will be widened on both sides. Remove all the trees which are in the way of proposed curb and gutter. Also relocate the power poles. Total tree removal Will be 25. Total power pole elocatLon will be 17. The street will be widened on south side only. Remove all the trees which are in the way of the proposed curb and gutter. Also, relocate the power poles on south side. Total tree removal will be 24 . Total power pole relocation Will be 3. OPTION V - B Same as option V - B, except: re- construct the existing street pavement which will not resui in raising the sidewalk and parkway. OPTION VI Re- construct the street pavement and maintain street width to .36-'- 0" . Shift the north side proposed curb and gutter in order to save north side trees. Reduce the width of south side parkway and remove sough side trees which are the way of Proposed curb and gutter. This option will require relocating two (2) power poles located on the south side of the street and between Moorpark Ave and Walnut Street.
