They are holding public hearings throughout California during the months of July and August. The locations closest to Ventura County are Santa Barbara (July 22) and Los Angeles (July 29) . The focus of the questionnaire and hearings is the role of local government growth management as it relates to existing and proposed regional governments. The purpose of this agenda item is to determine if the Council would like to direct that certain comments be made either in writing or at the public hearing concerning this subject matter. The issues of growth management and regional government are broad subjects and it may not be possible to reach a consensus on such, but I do suggest that the Council consider commenting that Ventura County is capable of addressing regional issues without the creation of a new layer of government. Interagency Council on Growth Management. The• Council on Growth Management is composed of cabinet-level officials from dgenaies .affected. by growth management and land use decisions. , The Council's charge is to formulate growth management recommendations by the en& 'of this calendar year for the. Governor's consideration. In an effort to ensure that there is an opportunity for all interested parties to participate in .developing the- recommendations that will be: presented to the Governor., the Council on.. What is the proper State role in- growth Management? 3 . What is the appropriate role of local government in growth management? Does your answer differ as between cities and counties? - • 4. What do you believe is the proper role, if any, in growth management for Councils of Government, such at SLAG, ABAG, and others? 5. Should a new layer. of regional: government be formed? Why or why not? If So, should the State mandate _such regional government' for the variousurban areas, or should the State merely make it possible for a region to adopt such government if it wishes? 6. Are regional solutions available short of creating a new layer . of government? Should we strive, in other words, to find mechanismsto help existing local governments cooperate better?
