SUBJECT: Grading Plan for 14:03 East Los Angeles Avenue
(Villanueva)
The City has been working foi more than a year with Mr.
Villanueva concerning the grading permit for the referenced
property. When he first submitted his application, it was
determined that the location of the proposed structure could
be in conflict with widening of that portion of Los Angeles
Avenue.
The former City Engineer (W1- lldan) prepared Offers of
Dedication for 5,242 square feet of Mr. Villanueva's frontage
that would be potentially needed for road widening purposes;
and 3,114 square feet for related slope easements.
Mr. Villanueva I s septic f ield f ()r his private sewer system is
within the area potentially needed for street widening. Mr.
Villanueva has agreed to ;provide the City the two
aforementioned Offers of Dedication in exchange for the
City's agreement to install and pay all necessary fees to
connect to the Water Works Di. >trict No. 1 sewer system or
relocate his private sewer system at such time as the City;
accepts the Offers of Dedication. The City Attorney is
preparing the necessary agreement Attached are copies of
the Offers of Dedication and mt >morandum from Willdan.
The issuance of the grading permit is pending until the
agreement is signed. I d.is�,:ussed this matter with Mr.
Villanueva on Monday, July 15 nd in order not to delay the
issuance of the grading permit I am asking the City Council
to add this matter to the agensia and authorize the Mayor to
sign the agreement, subject tc' the City Attorney's approval
of language, and authorizer -ceotance of the Offers of
Dedication.

SUBJECT: SINGLE LOT GRADING PLAN FOR
14303 EAST LOS ANGELES AVENUE (vILLANL +`VA)
The subject single lot grading plan is located on the north side of Los Angeles Avenue at
the intersection of Los Angeles Avenue - Nogales Avenue. A location map is attached for
your reference. When this grading plan was submitted for review and approval
approximately one year ago, it was determined that some right -of -way may be needed in the
future from this property if Los Angeles Avenue is widened from one lane in each direction
to two lanes in each direction.
As you are aware, we prepared two deed documents regarding an irrevocable offer for road
purposes., Irrevocable offer for slope easement purposes in the event that this section
of Los Angeles Avenue is widened in the future. The road alignment used for the deed
documents was per the conceptual alignment study prepared by this office. Mr. Villanueva,
the property owner, has indicated that he will execute these two deed documents if the City
agrees to be responsible for providing sewer service for this property in the event that the
leach field is removed by the road widening.
The subject grading plan has undergone four reviews by this office and is ready for approval
pending execution of the deed documents. Some of the driveway elevations changed slightly
in order to agree with the conceptual Los An,gelcs Avenue Widening Study.

As you are aware, it is necessary that -. c)u rovide right -of -way dedication for future road
purposes prior to issuance of a grading }permit. l-iis dedication will include a slope
easement for the future road constructio In addition, the City requests a 10 foot
irrevocable offer of right -of -way if needed for future road construction. The necessary
easement deeds will be prepared by this of °rice and forwarded to you.
For providing this right -of -way dedication, u e City will provide the necessary sewer hook -up
from the future right -of -way line to the nest: by sewer main. All necessary construction for
the future roadway including grading, retas.iing wall construction, and removal of existing
septic tank and leach lines will also be pr( ided by the City.
If possible, please return the revised gradim plan and the above mentioned items by March
