I am submitting to you for grant consideration by the Achille Levy
Foundation, the following 1991 E1 Concilio del Condado de Ventura: Semillas
del Futuro Drop -out Prevention Project prolosa;.
The Semillas del Futuro (Seeds of the Futuie) Drop -out Prevention Project is
a comprehensive and culturally relevant community project designed to address
the growing high school dropout problem facing the county's Latino community.
Over the last year, the project has successfully targeted 'high risk" Latino
grade school children (grades 1 -8) from the Oxnard Elementary School District
in a program of: after school tutoring, cultural awareness, self- esteem
building, individual and group youth and family counseling, substance abuse
prevention, and parenting skills training
The Semillas Project is unique in several regards. Apart from its community
based nature and Latino cultural focus, the project places a great deal of
emphasis on its collaborative working relatsonship with the schools, i.e.
individual student joint case management and student referrals via district
SARB (Student Attendance Review Boards).. The project also emphasizes the
facilitation and nurturing of strong parent involvement through on -going
parenting skills training and the encouragement of personal volunteerism. In
both cases the E1 Concilio Semillas Project model has been successful in
Positively impacting the student's school, Mme, and community environment.
As a result of the success of the project r- Oxnard, E1 Concilio has been
asked to replicate the Semillas model in thk cities of: Ventura, Moorpark,
Santa Paula, and Fillmore. E1 Concilio tl-er, fore seeks Fiscal Year 1991/92
grant support from the A. Levy Foundatio] mei�>t t'-t- Following program
objectives:
To publish a "how to" manual for the Nveiopment of similar after

2. To provide in FY 1991/92 on -going tecta ;al ii,sistance to no less
than three of the communities listed h ve n the establishment of
local after school tutorial projects b} .Juniy i9)2. Newly participating
projects will be part of a county -wide mi :as '.ensortium, which will
assist in providing on -going support and program
development.
3. To successfully establish a Semillas Af r .�c'no,,. Tutorial Project in
the City of Moorpark by January 1991.
The completion of the objectives listed above wil. , be evaluated by E1
Concilio program staff and participating staf° and volunteers from
collaborative agencies and community groups. The evaluations will be
compiled --and summarized in an end of the year report to the Levy Foundation.
The success of the participating students wil be evaluated utilizing:
pre /post test, attendance logs, school progre: >s reports, and activity
reports. Tools to be used include: CTBS (Comlr-ehensive Testing of Basic
Skills); Harter Perceived Comprehension Scale and Instituto Inlakech
Cultural Survey.
E1 Concilio is a Latino community based advocacy and multi- service organiza-
tion and United Way member agency. Established in 1975, its principal
mission remains to "bring about the optimal development of the Ventura County
Latino community ". Since that time El Concilio has grown and matured
substantially in its scope of services and effectiveness in bringing together
resources and community volunteers to address serious problems affecting the
county's Latino community. In Fiscal Year 1990/91 the organization provided
direct community services to 4,890 individuals in the areas of: youth and
family counseling, youth violence prevention and intervention, paralegal
immigration assistance, English as a Second Language instruction, youth
leadership development, and bilingual information and referral.
Key staff members responsible for the implementation of the Semillas Project
include: Marcos Vargas, Executive Director (Masters of Arts in Urban Planning
from UCLA, 15 years experience in non - profit management); Lonnie Miramontes,
Youth Services Coordinator (Bachelors of Arts :,n Business Management, 17
years experience in youth and cultural community programs); Olivia Martinez,
Resource Instructor (Bachelors of Science in Applied Behavior Studies from UC
Davis, 18 years experience in community service programs); and Micheline
Miglis (Masters Degree in Counseling and Credential in Bilingual Education
from the California Lutheran University, 8 y,,r,'s exper eace in community
youth programs).
The total Semillas Project budget for fiscal year 1991.,92 is $110,433 for the
period July 1991 to June 30, 1992. El Concill requests grant support from
the A. Levy Foundation in the amount of S10,I:)C) for the specific purpose of
establishing similar community based after s(t..ol tutorial projects in the
communities of Moorpark, Santa Paula, Ventura .venue and Fillmore. Funding
for the full project in 1991/91 include: tte l uart 'c, nl ation, the United
Way, and the Office of Criminal Justice Planr;
