Gilbert, Director of Public Works DATE: August 5, 1991 (Council Meeting 8-7-91) SUBJECT: Consideration of Bids for Award of a Contract for the Construction of a Sidewalk on the North Side of Los Angeles Avenue from Spring Road to Millard Street and on the West Side of Millard Street from Los Angeles Avenue to Sherman Street OVERVIEW This presents a summary of the bids received for the subject project and recommends award of a contract for said construction. DISCUSSION A. Background The purpose of this project is to provide a safe pedestrian walkway for this segment of street. Phase II of construction, which is scheduled for December of this year, will construct irrigation and landscaping improvements in this area. B. Notice Pursuant to the direction of City Council, a letter was sent to the owners and residents of property on the south side of Sherman Avenue (properties abutting the project) advising them of the City's intent to construct the proposed improvements. A copy of that letter is attached as Exhibit A. C. Fiscal Impact 1. Budaet & Funding Sources: The Budget for Fiscal Year 1991/92 shows the funding for this project as follows: L. A. Grant: The TDA Article 3 funds are the result of the approval of a grant for this project under the State SB-821 Pedestrian/Bicycle Facilities Program. 3. Cost Estimate: The following is an estimate of total project costs. Element Est Cost (S) o Design 10, 343* o Construction 69,221 o Contract Administration 5,000 o Inspection 4 .000 Sub-Total 88,564 Contingency (10% ±) 9.436 Total $98,000 Less Prior Year Design Costs (510.343 ) TOTAL EST FY 1991/92 COSTS $87,657 * NOTE: Design Costs incurred in FY 1990/91 D. Bid Summary On July 30, bids were received, opened and tabulated. A summary comparison of the bids received is attached as Exhibit B. E. Unaualified Bidder It has been determined that the firm which submitted the lowest bid -- Max Construction -- does not possess the proper Contractor's License for the work required. It is, therefore, recommended that this bidder be declared to be an unresponsive bidder. Los Angeles Avenue Sidewalk August 7, 1991 Page 3 F. Confirmation of Bid The apparent lowest responsible bidder is Padilla and Sons Co. of Sylmar, California. This bidder is in possession of a valid Class 'A' contractor's licenses and is experienced in the construction of the type of work required. Inquiries made to previous employers have been favorable. The Bidder has confirmed the prices bid to be accurate and has stated interest in proceeding with the project. G. Schedule It is anticipated that construction will begin within two weeks and be completed by mid-September. E$COMMEMDATION Staff recommends that the City Council take the following actions: 1. Declare Max Construction to be an unresponsive bidder. 2. Award a contract for the construction of the subject sidewalk improvements to the lowest responsive bidder, Padilla and Sons Co. , for the bid amount of $69,220.73. 3. Approve a ten per cent (10%) contingency for the project and authorize the City Manager to approve additional work, if required, for an amount not to exceed ten per cent (10%) of the contract price. 4. Authorize the Mayor to sign necessary contract documents. PK O ��,; MOORPARK o- 0 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Oq'QO 'J`++� July, 19, 1991 AF1A Subject: Removal and Replacement of Existing Landscaping at the Rear of Residences on the South Side of Sherman Avenue Dear Property Owner and/or Resident: On August 7, 1991, the City Council of the City of Moorpark will consider the award of a contract for the construction of a sidewalk on the north side of Los Angeles Avenue between Spring Road and Millard Street. The proposed construction project is located immediately south of residential properties located on the south side of Sherman Avenue between Harry Street and Millard Street. This letter is being sent to you and to all of the other property owners and residents adjacent to this proposed construction project. Please be advised that the proposed work will require the removal of the existing landscaping south of your rear fence wall. Construction is scheduled to begin in mid-August and be completed prior to October 1. A separate project to plant new parkway landscaping on Los Angeles Avenue is scheduled after the completion of the street improvements. The construction of the landscaping is expected to start by December 1, 1991. The purpose of the project is to improve both the safety and the aesthetics of this entrance to our community. When completed the project will provide both a safe pedestrian sidewalk and an attractive landscaped and irrigated parkway planter.
