SUBJECT: FY 1991/92 STA Claim for Transit
The City of Moorpark's FY 1991/92 State Transportation Assistance
(STA) allocation is $36,088. STA funds must be used towards
projects which address unmet transit needs within a local
jurisdiction.
The proposed Moorpark Commuter Rail Station is an eligible STA
project. Necessary site preparations for the station will involve
several phases. One of those phases includes the development of
the vacant lot on High Street, adjacent to the existing paved lot,
for additional parking. Current estimates from the City Engineer
indicate that the cost for necessary improvements to the vacant lot
will be $36,000. Staff is recommending that the City's total
1991/92 STA funds be allocated for this purpose.
Staff Recommendations •
1. Adopt Resolution 91- 7$'42-, directing the filing of a
claim for FY 1991/92 STA funds.
2. Authorize the City Manager to sign the claim and submit
it to the Ventura County Transportation Commission for
payment.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF MOORPARK, CALIFORNIA, DIRECTING
THE FILING OF A CLAIM FOR FISCAL YEAR 1991 -92
STATE TRANSIT ASSISTANCE FUNDS
WHEREAS, the State of California through the
Transportation Development Act of 1971, as amended, does
provide funding assistance for eligible claimants for the
maintenance and development of public transit systems through
allocations from the Local Transportation Fund and the State
Transit Assistance Fund; and,
WHEREAS, the City of Moorpark by virtue of its structure
and operations does qualify for funds available through the
Transportation Development Act State Transit Assistance
program by providing a necessary and utilized public
transportation service system wrt.hin the County of Ventura;
and,
WHEREAS, the City of Moorpark certifies that the
proposed expenditures are in conf -)rmit.y with the requirements
of the Transportation Deveic:::�ment. Act State Transit
Assistance program; and,
WHEREAS, the City of Moorpark certifies the proposed
expenditures are in conforrity pith the Regional
Transportation Plan; and,
WHEREAS, the City of Moorpark certifies the proposed
level of passenger fares and charges is sufficient to enable
the City of Moorpark to meet the t are revenue requirements of
the Public Utilities Code as }hey apply to the City of
Moorpark; and
WHEREAS, the City of Moorpark certifies the full amount
of federal funds available under the Urban Mass
Transportation Administration a, t- cif 1 ) 4 are being used;
and,
WHEREAS, the City of Moorp,irk certifies the proposed
allocation from the State Transit Assistance fund and the
Local Transportation Fund does not exceed the amount the City
of Moorpark is eligible to rece`,ve during the fiscal year;
and,
WHEREAS, the City of Moorparr acknowledges that priority
is given by Public Utilities C(de Section 99314.5 (d) to
claims to offset reductions in f -decal operating assistance
and the unanticipated increase in the cost of fuel, to
enhance existing public transportation services, and to meet
high priority regional, count.,, 4icd,�, )I- areawide public:

WHEREAS, the City of Moorpark certifies it is not
precluded by any contracts entered into on or after June 28,
1979 from employing part -time 1rivers or from contracting
with common carriers of persons operatr_ng under a franchise
or license; and
NOW, THEREFORE, BE IT RESOI.VED, by the City of Moorpark
that a claim for State Transit Assistance funds of $36,088 be
filed for commuter rail station improvements in Fiscal Year
1991 -92.
