Kellerman, Cite Clerk X July 30, 1991 ITEM 8• _M, (805) 529 -6864 •`.00RPARK, CAUFORNIA City Council Meeting of �1 ACTION: CONSIDER AN ADDITIONAL APPROPRIATION FOR THE MARCH 5, 1991 SPECIAL ELECTION On November 21, 1990, the Council approved an appropriation of $15,000 from the General Fund Reser.✓es to fund the March 4, 1991 Special Election. That appropriation was based on the best estimate Ventura County Elections Di is:ion could provide regarding the costs for the Special Election.. Attached is a copy of the billing fDr election services received from Ventura County for the Special Election. The final cost is $20,573.11 -- exceeding the County': estimate by $5,573.11. With 1,912 ballots cast, the cost per vote for the election is $10.76. The March 27, 1988 Special Election was the last unconsolidated, single purpose election with which <:, cost comparison can be made. The election services charge from t}_ County, for the 1988 Special Election was $9,156.00. The major cost difference between tl;e March 1988 Special Election and the March 1991 Special Election s the addition of a "Clerical in Direct Support" charge of $9,,58.54 for the 1991 Special Election. Ms. Schepler, the Assist,,nt Registrar of Voters, said direct clerical costing is new to tl - -> Elections Division although other County Divisions have use +a the charge in billing for services. The $9,158.54 "Cler.ic:a in Direct Support" charge represents the cost of 456 man hours Spent by the County Elections Division on the March 5, 1991 Spec_ < Etec -ir)n. However, Mr. Dean continues by saying that the Election Division's most recent billings "reflect a more accurate accounting of actua costs i-ncurred." An error of over $5,000 is a bit unsettling and I'm sure future estima es wi1L be much more accurate. As you know, most local government agencies are reviewing their accounting procedures to insure that they are tieing fully compensated for services performed. The Election Division i:: nc exception, and our most recent billings reflect a more accurate accounting of actual costs incurred. The only missing item is profit. We continue to bill local agencies only for the actual costs we incur in conducing elections and our billings are significantly lower than any private, ender. Our estimate is not a bid for servic( -s as such, but rather a forecast of costs we may incur in conducting yot.r election. I have instructed the Election Division to try to more car(fully calculate expenses and inform all agencies of any unexpected cost.:. is they occur. Again, let me apologize for our est.i;iat_ing error. I hope this incident will not jeopardize the cordial and m_,tually, beneficial relationship that we have enjoyed with the City of Moorpark F,ver since we conducted your incorporation election in 1983.
