The Council took action to loan the Arts Committee $1,500 on November 15, 1989 which was to be repaid from the proceeds of community events organized by the Arts Committee. The City Council in August, 1990 forgave the $1, 500 loan and granted another $1, 000 to the Arts Committee. Also, during this period the City Council has granted the Arts Committee the use of city facilities without charge and has assigned city council members and staff in liaison capacities. FUNDING REQUEST At the adjourned meeting of June 26th, Mrs. Eloise Brown presented the Arts Committee's request for funding for the October performance of "The Silver Spittoon Saloon" which will be held at the Memorial High School auditorium. Mrs. Brown also submitted the Arts Committee's $4 ,700 budget for the production. The City Council referred the request to the Budget and Finance Committee for review. The Budget and Finance Committee met and reviewed the request on August 12th. The Committee concluded that the original purpose of the City Council was to assist interested citizens to start an organization which would foster and encourage the arts in Moorpark. To that end $2,500 was granted as seed monies, city facilities were provided without charge and the use of staff has been authorized without charge. The Arts Committee is now in the process of incorporating as a separate entity. It does appear that the original objective of the City Council was successfully met. PAUL W. LAWRASON JR. BERNARDO M. It is the Budget and Finance Committee's position that late requests should be discouraged, however, the City Council has a significant interest in the development of the Arts Committee and has by previous actions worked to promote the arts in the community. The Budget and Finance Committee has therefore recommended the purchase of $600 worth of tickets to the October production which will be given to those who otherwise would not be able to attend. The mechanism for distribution shall be similar to other events. The recreation department would solicit requests and distribute to families with demonstrated need. RECOMMENDATION (Roll Call Vote Required) Based on the consideration of the Budget and Finance Committee and the independent status of the Arts Committee, staff makes the following recommendations for City Council action: 1. appropriate $600 from general fund reserve to general fund account 01.4 . 117.642 for the purchase of tickets to the production "Silver Spittoon Saloon" ; 2 . direct the recreation department to solicit requests for tickets from needy families and distribute the tickets accordingly; 3 . delete the Arts Committee from the list of City Council appointees recognizing them as an independent agency; and accordingly, 4. remove the staff liaison from the Arts Committee and eliminate the waiver of fees for use of facilities. Cast( 12 actors ) at $50 each for travel reimbursement $600 Musicians (5-string banio,bass, fiddle guitar,piano ) 2 rehearsels and 4 performances @ $2250 Royalty $400 Rental of guns and blank ammunition $250 Supplemental Costume Rentals $300 Sub total $3800 Additional items : Rental of High School Auditorium and use of stage lights from Wednesday,Oct 2-Sunday Oct6 $900 TOTAL $4700 Rehearsal space is being provided by California State University at Northridge, free of charge. Four performances are planned Friday,October 4 at 8 P.M. an invitation only premiere at higher prices Prices for the following:$6 adults and $3 for children Saturday,October 5 at 2 : 30 P .M. and 8P .M. Sunday,October 6 at 2 : 30 P.M. Each performance runs 2 hours including a 15 minute intermission. Sometime Saturday morning,October 5 the cast will be available to do a"sneak preview" in the downtown area.
