Gilbert, Director of Public Works DATE: August 14, 1991 (Council Meeting 8- 21 -91) SUBJECT: Consider Appropriation of Funds for the Construction of Parkway Landscaping on the North Side of Los Angeles Avenue from Spring Road to Millard Street OVERVIEW This requests the approval of an appropriation of funds for the subject project. DISCUSSION A. Sidewalk Project The City has recently awarded a contract for the construction of a sidewalk on the north side of Los Angeles Avenue between Spring Road and Millard Street. As a part of that action the City Council expressed an interest in proceeding at this time with the construction of parkwa,,, landscaping improvements in this area. B. Budget The Budget for Fiscal Year 1991/92 provides funds for sidewalk construction only. Funds have not yet been appropriated for the installation of landscaping it this area. The present appropriation for the sidewalk project .s as follows: L. A. Landscap Project Cost Estimate As discussed earlier, the primary purposes of the parkway landscaping project is to improve the aesthetics of this entry to the City and to replace and /or enhance the existing visual and noise buffer characteristics of the existing landscaping which will be removed. The total cost for the landscaping project will depend a great deal upon the type of planting materials to be selected. The cost will go up dramatically with the selection of more mature plants. It is necessary, therefore, to show the estimated project cost as a range. The preliminary estimated range a.f costs for this project is as follows: Element Design: Inspection: Construction Estimate [Low Enc:l Total [Low End]: Plus maximum anticipated cost to Upgrade to more Mature Plants Total [High End]: D. Recommended Funding Level Cost Estimate (s) 1,000 1,000 2 51-Q 00 27,000 96,000 A final determination on the type and maturity of planting materials to be selected has been deferred to the design Landscape Architect. At this point staff recommends that the amount of funds to be appropriate for the project be limited to a "mid- range" figure of $50,000. Prior to advertising for receipt of bids, the City Council. will have an opportunity to review the proposed design and will be presented with a more definite project cost estimate based on that design. E. Participation b Ot s As previously discussed, Moorpark Beautiful has expressed an interest in participating in this project. It is, therefore, anticipated that an undetermined portion of the project costs will be assumed by that group through the donation of all or a portion of the cost of the plant materials to be selected.
