A resolution establishing the fee is scheduled for the September 3 Council meeting. Discussion This new policy will require all non- residents to pay $55 annually for check -out privileges. There are several exceptions to the user fee: 1) residents with a Thousand Oaks address living in County unincorporated areas, 2) non - .resident students attending an institution in Thousand Oaks, 3) non - resident library volunteers. There will be no charge for non - residents wishing to use materials while remaining in the library. There are currently 7,604 Moorpark residents with Thousand. Oaks lib:rai� cards. The County of Ventura is a member of the Black Gold Cooperative Library System, which includes most of the cities in the Tri Counties. Thousand Oaks, along with Oxnard, is a member of the Los Angeles Metropolitan Cooperative System. Libraries within a cooperative cannot charge other member jurisdictions for services. A jurisdiction cannot hold membership in more than one cooperative without appealing to the State Library Board; therefore, the County can not join with the Metropolitan Cooperative at will to avoid the new Thousand Oaks Library fee. Also, membership in a second cooperative would require additi.anil membership fees, which the County is unwilling to commit tc i, this time. While the County is considering switching its membership to the Metropolitan Cooperative, a final d,�cision is not expected in the near future due to its strong hi ,�' r i _-,al ties to t'7 ,e Black Gold Cooperative.
