MOORPARK, CAUFc zf::-, City Co ncii Mce;:,3 of 1991 MEMORANDUM ACTION: ..J ./ TO: HONORABLE CITY COUNCIL BY , /71(-Aaz/---- FROM: RICHARD HARE, DEPUTY CITY MANAG • DATE: AUGUST 29, 1991 SUBJECT: CONSIDER REQUEST FROM CHAMBER OF COMMERCE FOR FUNDING AND WAIVER OF FEES FOR COUNTRY DAYS Overview The Chamber of Commerce has requested consideration of the waiver of fees for use of the softball fields at Peach Hill Park, and North Meadows Park, an encroachment permit for sidewalk sales along High Street, and street closures related to the Country Days Parade and Carnival. The final conditions from the Police Department have not been received therefore, it is recommended that this request be considered along with the final conditions and plans for the events at the September 18th City Council meeting. Background Staff is processing a general encroachment permit for the Chamber of Commerce related to the Country Days Carnival to be held October 4th - 6th and the Country Days Parade on October 5th. The Chamber of Commerce is also sponsoring a Country Days Softball Tournament on September 28th and 29th. The parade is proposed to follow the same route as last year ' s parade from Poindexter to Moorpark Avenue, then to High Street and ending at Magnolia Street. The street closures requested for Moorpark Avenue must be approved by CALTRANS. City staff members have submitted the necessary information to CALTRANS in order to obtain the appropriate permits. The street closure requests may need to be modified when the police conditions and the conditions from CALTRANS are received. The carnival is proposed to be held on the lower athletic fields of the Casey Road High School site. The Chamber of Commerce is proposing to close the west end of High Street from Moorpark Avenue to the entrance of the lower fields. They are currently in the process of notifying the residents and businesses on the street of their intentions. During the July 3rd fireworks display this section of the street was closed and one resident had problems parking. The Chamber is attempting to resolve these concerns. PAUL W. LAWRASON JR. WOZNIAK Mayor Mayor Pro Tem COuncilmember Councilmember Councilmember The softball tournament last year was promoted by the Chamber and staffed by the Kiwanis Club. The City reduced the rental and light fees and waived all staff costs for the Kiwanis Club, because one half of the revenue from the tournament went to the Chamber of Commerce. The tournament use of the field provides an opportunity to earn revenue for recreation programs. Staff is not suggesting that the Chamber split a portion of the receipts with the City, however, the costs for preparation of the field, the field rental, and the cost of lights should be borne by the tournament organizer. Currently, no sidewalk sales or booths along High Street have been requested by the Chamber of: Commerce or any High Street merchants. Booths to sell food, drinks, and merchandise will be set up on the lower field next to the carnival site. There will not be a street dance on High Street this year and there will not be a beer garden area. There are no alcohol sales as part of the parade or the carnival. Parking will be provided at Gisler field off of Poindexter Street. In order to avoid crowd control problems caused by people crossing the tracks, a temporary construction fence will be erected and security personnel will direct carnival-goers to the proper crossing at Moorpark Avenue. As in past years, the City Council budgeted funds ($6, 400) in anticipation of increased police services, barricades and use of the City bus to control the traffic and the crowds associated with the Country Days event. The City has maintained a policy of only accepting the costs for police services for activities which are open to the general public without admission. Entrance to the carnival and the booths will cost $2 . 00 per adult per day. Consistent with the Council 's previous direction, security at the carnival site will be the responsibility of the Chamber of Commerce. In the event Moorpark Police Department personnel are needed at the carnival or parking site, the Chamber of Commerce shall be responsible for the costs. The City would be responsible for all of the law enforcement costs associated with the parade on Saturday, October 5th. Recommendation Authorize the staff to continue to process the permit for the Country Days Parade and Carnival under the following guidelines: 1. Street closures to be allowed consistent with the conditions set forth by the police department and CALTRANS for appropriate traffic and crowd control . 2 . Closure of the west end of High Street for the hours of operation of the Carnival. 3 . Carnival operation hours of 5pm - 12pm Oct. 4th, 12am - 12pm Oct. 5th, 10: 30am - 6pm Oct 6th (no music until 12am) . 4 . Do not waive softball field rental costs, lights, equipment rentals and staff costs. 5. Provision of barricades and extra bus service by the City. 6 . City to be responsible for all law enforcement costs associated with the parade and the Chamber to be responsible for law enforcement and security costs associated with the carnival. 7 .
