Gilbert, Direct or of Public DATE: August 28, 1991 ( Counc i t Mee+ - i ,f 9 -4 -5� � ITEM 8 F- (805) 529 -6864 "'OORPARK, CALIFORNIA City Council Meoflhg ot_ / 799/ SUBJECT: Report on the Proposed Construction of a Traffic Signal at the Intersection of High Street and Moorpark Avenue OVERVIEW This report summarizes the state.,, of the subject Caltrans project and discusses a proposal to amend the design to provide for decorative traffic signal poles and mast arms. DISCUSSION A. Background Traffic signals at the intersections of 1) Moorpark Avenue and Poindexter Avenue, and 2) Moorpark Avenue and High Street have been needed for many years. In that these intersections are on a state highway, it is customary for the City to share the cost of these improvements with Caltrans. To accomplish this end, the City and Caltrans agreed to an arrangement whereby the City would construct the former and Caltrans would construct the latter. The construction of the traffic signal at Moorpark Avenue and Po ndexter Avenue was recently completed by the City. B. Project Schedule Caltrans is now in the final stages of right -of -way acquisition and design for the traffic signal to be constructed at the intersection of Moorpark Avenue and High Street. Decorative Poles It has been suggested that consideration be given to the use of decorative traffic signal poles and mast arms in the construction of this project. The objective was to attempt to allow these improvements to be compatible with a design theme for the street furniture to be used in the future improvement of High Street. Staff contacted Caltrans to determine the feasibility and consequences of this type of a change to the project design. Caltrans' response was that the approval of this kind of a "specialty" design would have to be accompanied by a number of conditions which are listed a< follows: the City must pay for all additional costs (design and construction) associated with this change; the structural integrity of "specialty" poles and any related materials, must be tested and must meet or exceed Caltrans' standards; the pole foundation and base bolt arrangement must be the same as that used for standard Caltrans poles; and, the City must keep in stock sufficient spare poles and related hardware to be used by Caltrans in making repairs in the event of a knockdown. Staff has not yet compiled cost figures for either 1) the initial installation of decorative poles and mast arms or for 2) the required stockpile of replacement parts. D. Conclusions Changing the project design at this time to provide for decorative poles and mast arms would be very costly in both time and dollars. The construction of the traffic signal project as designed would not prevent the City from undertaking a future project to change the traffic signal poles and mast arms to a design compatible with the future redesign and reconstruction of High Street Other than inflation, there wc.>uld be no additional costs incurred by the City by deferring th_Rs decision. Traffic Signal September 4, 1991 Page 3 RECOMMENDATION Staff recommends that the City Council. elect not to pursue a change in proposed Moorpark /High Street traf f i -c signal design as it relates to decorative signal poles and mast arms.
