',OORPARK, CALIFOPNA City Council Meerng of 199L ACTION: The Honorable City Council approved a current fiscal year budget appropriation of $9,000.00 in account #121 -906 for the capital purchase of (2) computers and necessary support equipment. Discussion The low bid of $5952.00 for the purchase of the two computers was considerably less than the appropriated amount. During the bid process I became aware of two lap top computers that were greatly reduced because of a close -out sal(. The cost of these two lap top computers is $749.00 each. It has been my intention to ask for an appropriation during the next fiscal year to purchase two lap tops for our traffic officers to use in the field. The normal price of a lap top computer is almost twice what these two are ava i._ lable at. I have discussed this purchase with the Deputy City Manager who has examined the computers and found them to be quality products. Although they are close -outs, full repair and warranty work is included in the purchase. These lap top computers would prole ide officers with a variety of resources which include the ability to complete reports in the field instead of the station, provide for a more detailed document, and reduce the need for overtime completing reports at the end of the shift. 2101 E. Olsen Road • Thousand Calks, CA 91360 (805) 5:' ' 651 , The California Highway Patrol has ieveloped a test program that allows officers in the field to use lap top computers to document their traffic accident reports utili.zing the State 555 report form. The entire report is programmed into the computer and prompts the officer through each step (the program also allows officers to complete non - traffic related reports). We currently photo -copy and send via mail to Sacramento copies of all traffic accident reports. Eventually this program is designed to allow juristictions to trnsmit all accident reports via computer modem. Should we choose to participate in this program Moorpark would be one of only three agencies in the state to be a part of this test- program. The Highway Patrol would provide all of the software and training necessary to utilize the program.
