Gilbert, Director of Public Works DATE: September 11, 1991 (Council Meeting 9-18-91) Council Meol ng SUBJECT: Consider Approval of the Construction of a G/�s?' 199L Sidewalk on the West Side of Spring Road / � from Roberts Street to the Southern Pacific ACTION: Railroad Right-of-Way ByYX1tfitt OVERVIEW This requests authorization to proceed with the construction of the subject project as Change Order to an existing contract for similar work now underway in the general vicinity. DISCUSSION A. Background Recently the City Council awarded a contract to Padilla & Sons. Inc. for the construction of a sidewalk on the north side of Los Angeles Avenue between Spring Road and Millard Street. The construction of this project is now underway. B. Spring Road Sidewalk [West Side] The list of capital improvement projects shown in this year's budget includes a project to construct a sidewalk on the west side of Spring Road from Roberts Street to the Railroad right- of-way. The amount budgeted for this project is $50,000. It is funded by the L. A. AOC Fund. PAUL W. LAWRASON JR. BERNARDO M. PEREZ SCOTT MONTGOMERY ROY E. TALLEY JR. JOHN E. Project Desiarl The design proposed for this project is comparable to and compatible with the sidewalk recently constructed on the west side of Spring Road south of Roberts Street. That design called for the construction of a five feet wide sidewalk adjacent to the curb with a variable width unpaved area adjacent to the block wall fences, suitable for the future planting of landscaping. D. Change Order Padilla & Sons, Inc. was asked to submit a proposal to construct the subject sidewalk as a change order to our existing contract. A proposal has been prepared and submitted to the City. The prices quoted in that proposal are compatible with the bid prices submitted in their original bid. E. Project Cost Estimate Based on the figures being considered in the price negotiations mentioned above, staff anticipates the total cost of this project -- including Engineering costs for design, inspection and contract administration -- will not exceed $25,000. F. Caltrans Permit In order to expedite this project, an application for an Encroachment Permit has already been submitted to Caltrans. It is expected that the a Permit could be issued the week ending September 20. The issuance of that permit does not obligate the City to proceed with the construction of the project in the manner recommended herein. G. Conclusions . In that the dollar amount of this additional work will be less than twenty-five per cent (25%) of the total contract amount for the existing (L. A. Ave. ) sidewalk construction contract, this additional work may be added to the existing contract through the execution of a contract Change Order. . It is the opinion of staff that the total cost of the project via a negotiated Change Order, will be less than the total cost of the project if it were to be accomplished via a separate contract. . It is, therefore, recommended that the City Council approve the subject project and authorize staff to negotiate a Change Order with Padilla & Sons. Inc. for its construction. Spring Road Sidewalk September 18, 1991 Page 3 RECOMMENDATION Staff recommends that the City Council take the following actions: 1. Approve a project to construct a sidewalk on the west side of Spring Road from Roberts Street to the paved driveway just south of the Southern Pacific Railraod right-of-way. 2. Authorize the City Manager to negotiate a Change Order to the existing contract with Padilla & Sons, Inc. for the construction of said work -- said Change Order Not to Exceed $20,000. 3. Approve a ten per cent (10%) contingency for this project and authorize the City Manager to approve additional work, if required, for an amount not to exceed ten per cent (10%) of the contract price.
