The conditions were developed after attending numerous meetings with the event organizers and representatives of the Chamber of Commerce. The conditions are +t ached for the City Council's review and information. Carnival Sunday Starting Time Ch.an(4e The conditions attached are consistent with the staff report considered by the City Council on September 9th, with the exception of the starting time for the Sunday carnival. The Chamber discussed the starting time with the impacted churches and the Chamber has agreed to not start Iny equipment or entertainment which could create extraordinary Zoise which would disrupt the church services. The starting t:iim therefore has been changed to 10:30 a.m, rather than noon. Parade Costs Also attached are estimates of the cost for law enforcement services. The City as in the past: has budgeted to pay for the additional law enforcement costs associated with the parade, barricades, and additional bus service. The City established a budget of $6,400 to cover these expenses. The police cost estimate for the parade is $2,839 (includes `221 f,, explorers). Last year the Chamber was responsible for tta( explcrers costs and paid them $200 for a full day and evening of a ysistan�,e• The Chamber will be responsible for paying the explorers fc:r assistance during the Carnival. Barricades and bus services are estimated to be $300 and $200 respectively. The total estimito,3 xpense for the parade is approximately $3, !;4Q. We are not sure if they will be required for such a short detour. If these signs are Erected they will cost approximately $80 each and there would need to be four signs placed for an estimated total of $320. The signs could be used by the City during construction and maintenance activities, so staff is planning to pay for the signs from t'-ie maintenance budget. All of the signs and barricades will bf placed by volunteers with direction from Caltrans and the Po] co Oep,irtment. Carnival Law Enforcement Costs The Chamber of Commerce will be charjing admission to the carnival grounds. Adults will pay $2.00 fc.r each day of attendance and children will pay $1.00. r The carrival goers will also pay for their rides as well as food and dri }c 'Tho entertainment will be free. The Chamber of Commerce will be responsible for compliance with all of the attached conditions, includin4 law enforcement and security costs associated with the carpi -al. The Chamber is also responsible for compliance with all : onditions, rules and regulations imposed by the County Health 1)(rpartment and Caltrans. High School Booster Club Run As part of the Country Days activi_ti,�s, the Booster Club will have a lk walk, 5k run and 10k run. T?ie route of the run has been submitted to the police department far review. The run will be in the vicinity of the Moorpark High School and will require placing all of the signals on Tierra Rejada Road on flashing four way stop during the runs. This will be limited to the period of the run which is scheduled for Sunday mornin,. The police department will assign an officer to this event. ThE costs for law enforcement and traffic control will be the respon:.,ibi.lity of the event holder. This includes the cost of adjusti.r.g -,he timing of the traffic lights, if they do not automaticall., iEset: Moose Lodge Horseshoe Tournament The Moose Lodge is proposing to have: a horseshoe tournament. The tournament will be permitted under a ;eparate conditions which will be developed by the police department. Recommendation Receive and file the report. Marty Rouse DATE: September 11., 1991 SUBJECT: Police Department Country Days Conditions of Operation The following are the police corlition� for this years Moorpark Country Days festivities: 1. All permits will be acqu, red prior to the time and date of the parade and carnival. California Department of Transportation and the City of Moorpark permits shall be issued and conditions listed in said permits shall be complied with prior to t.e : ;tart of any festivities. 2. The Sheriff's supervisor on- -scene will have the overall responsibility of ensur.iig the public safety and as such will have the authority o terminate any Country Days activities which he deem t() be a hazard to the public. 3. All police costs for add t -ional Sheriff's personnel that may be necessary to maim ain order and /or public safety for the carnival shall t, t-.1re 1-c!sponsibility of the applicant. 4. All barricades and detour signs associated with the parade will be rented by the City of Moorpark. The applicant is responsible to ensure that the barricades will be delivered by 6:00 AM at '.he following locations: a. High Street and Spring Road b. High Street at Moorpark Avenue C. Walnut Street. at.. Charles Street d. Bard Street at.('harles Street e. Magnolia Street at Charles Street f. Magnolia Street at High Street g. Bard Street at liigh Street h. Walnut Street al High Street i. Moorpark Avenue at Los Angeles Avenue j. Poindexter Streit at Moorpark Avenue k. Cornett Avenue iat Poindexter Avenue I. McFadden Avenue at Poindexter Avenue M. Detour and directional ar: ,-ows shall be placed for the re- routing of traffic on Loy Angeles Avenue, Spring Road, Moorpark Avenue (SIR 23) Charles Street, and Walnut Canyon Road. 4. Applicant will remove the barricades when directed by the Police department and wi_l deliver all barricades to the designated drop -off area 5. All monitors will be dressed in apparel readily identifiable as a parade /festival representative. All expenses for monitors sh,_"l be the responsibility of the applicant. 6. Staging of the parade w:ili be on Poindexter west of Sierra Avenue. All participants will be notified by the applicant that staging wil-1 not begin prior to 7:00 AM. The parade will disburse :)n High Street at Magnolia Avenue. Two parade monit_rs wiI direct the entrants at the conclusion of the par ide . 7. Poindexter Avenue at SjLei a Avenue to Commerce Avenue will be closed at 7 :00 A' f:r staging purposes. 8. Tow- away /No Parking sign.,; will be placed at the following locations: a. High Street, both sides, the full length of the street b. Charles Street both sides, the full length of the street c. Walnut Street., t :)th sides, the full length of the street d. Magnolia Avenue both sides, the full length of the street e. Bard Street, bey :.h sides, the full length of the street f. Poindexter Avenue from Sierra Avenue to Moorpark Avenue. All of the locations listed shall be posted at least (36) hours prior to the start of the parade and will be re- checked for posting the morning of the parade. The signs will be removed upon the Conclusion of the parade. 9. State Route 23 will be! opened to normal traffic when the Police department deems t saf(n to re -open after the parade is 0!,, High Street 10. No alcoholic beverage sh,l: be possessed, consumed, or sold on the parade route 11. No pyrotechnics, or disch <:.rge of: firearms shall be allowed during the parade unless previously approved by a police and City of Moorpark r_ep:esentat:ive. If approved, all ammunition will be inspected by a police representative prior to the start of thf parad(. 12. For pedestrian safety purposes, the applicant is responsible to ensure tha ": the paarade route is chalked on each side of the roadway 13. Two parade monitors will be stationed at the railroad tracks on Moorpark Road during the parade. The monitors will ensure that the tra(•.s are };.ept clear of pedestrians at all times.. 14. No vending booths will bE allowed on the parade route at any time unless authorizes by City permit. The police supervisor on -scene will lave the authority to direct the removal of any booth that is Deemed to be a safety hazard. 15. All entrants to the paraa will be given the route directions and the rout. 'or disbanding prior to the parade. 16. No entrant will be authorized to re -enter the parade after completion of the route. 17. Applicant will provide a certificate of insurance to the City of Moorpark naming tY,e City, as additional insured and indemnifying the City in form acceptable to the City. 18. Applicant shall obtain at encroachment permit from the City for the parade and ,ny associated sidewalk sale. CARNIVAL 1. The carnival site will be inside the perimeter fencing of the lower fields at the old high school. Written authorization will be obtained from the Moorpark Superintendent of SchoolE authorizing this activity. 2. All booth locations and Looth activity must have prior approval of the Buildina :ind Safety Department of the City of Moorpark. 5. Booth occupants shall be prohibited from entering or leaving the area with vehicles after 4:30 PM October 4th, 8:00 AM October 5th, and 0:00 AM October 6th. It is the applicant's responsibilit,r to notify all vendors of this requirement prior to the went and to issue any parking passes. Only food vendor wil.'_ he :issued on -site parking permits. 6. No pyrotechnics or discharge of firearms shall be allowed without prior authorization froir the City of Moorpark and the police department. 7. Fencing will be established alone the railroad track area to prevent pedestrians fr)m crossing from Poindexter Avenue. Pedestrian access (detOUr) signs will be attached every (100) feet. 8. A pedestrian drop -off arei will be established on the south /west corner of Moorpark Avenue and High Street. This area will be manned -y two festival monitors at all times. 9. High Street from Moorpark Avenue west to the carnival site will be closed except to pedestrians, handicapped drivers, and emergency vehicles on.y. This area will be posted a Tow Away /No Parking Zone from October 4, 1991 @ 4:00 PM to October 6, 1991 @ 8:00 PM This location will be posted a minimum of 36 hours pri,)r to the first carnival operating day and will be rechecked for posting each morning by 7:00 AM eacli -1 y ()}' the carnival. 10. Signs will be posted at the ticket entrance advising that "All Persons And Property Entering Are Subject To Search" and "No Alcohol Allowed." 11. Any 6ff -site parking will be the responsibility of the applicant. The police department will be responsible to handle traffic related matters on the public roadways. 12. The applicant will prov.Lde for at least (10) handicapped parking stalls to be :Located along the interior east entrance fence to the site. One monitor will be responsible to provide security and directions for those individuals parking in handicapped zone or vendor parking area. 13. The applicant is responsible to provide festival monitors to coordinate early morning vendor parking and to ensure that no unauthorized ,✓eh cles ar-e allowed inside the site during carnival hours,. 14. No extraordinary noise will interrupt the church services at the Community Center and Chaparral School (October.6, 1991, 10:30 AM to 12:00 PM). Extraordinary noise is defined as any noise that disrupts those in attendance at either of the church services, 22. Marty Rouse DATE: August 10, 1991 SUBJECT: COUNTRY DAYS STAFFING COSTS PARADE The estimated police staffing costs for the parade are approximately $2614.00. This includes all traffic control, pedestrian security, motor units and mounted patrol. This is a high estimate taking into account that reserves will be utilized as much as possible and that hours ,doted for senior deputies most probably will be filed for the most part by deputies.
