SUBJECT: MCDONALD•S RESTAURANT CONCURRENT PROCESSING OF A GENERAL
PLAN AMENDMENT, .ZONE CHANGE, PARCEL MAP AND COMMERCIAL
PLANNED DEVELOPMENT - REQUEST FOR CONSULTANT ASSISTANCE
Background
On September 4, 1991 the City Counci voted to allow the 3.86 acre
parcel at the northeast corner of Spring Road and Los Angeles
Avenue to be processed separately from the other General Plan
Amendment Update requests. In conjunction with that decision the
Council directed staff to accept for processing related
entitlements for a Zone Change, Parcel Map and Commercial Planned
Development (CPD) . The CPD is exc]_us iv,� to the proposed McDonald dIs
Restaurant.
Discussion
The purpose of this memorandum. 1s to obtain direction and
authorization from the City Council. to hi_ie an outside planning
consultant regarding the McDonald's concurrent processing request.
Within several weeks the Community Development Department will have
one of it's Senior Planners on mat=ernity leave, and the part time
Associate Planner will be providing the department only 24 hours
per week thru December 1.991.
It is anticipated that the Associate Planner will absorb a majority
of the Senior Planner's General Pi.an Update responsibilities;
leaving less time for case planning assistance.
Staff is requesting that the Council- allow the Director of
Community Development to seek a pla.nn..ng consultant firm to provide
the environmental documentation; staff reports, resolution,
conditions of approval, etc. regarding entitlement processing for
this proposal by McDonald's Corporat, -on, A1.1 consultant services
and City's administration costs wil 110ed -.o be paid for by the
applicant.

That the City Council authorize the Director of Community
Development upon receipt of written agreement by the applicant to
fund the referenced consultant services to enter into negotiations
with a qualified planning consultant firm for the purpose of
providing entitlement processing and related services. Also, that
the Director return to the City Council for approval of a proposed
contract with the consultant firm
