SUBJECT: A Resolution 1) Designating the Intersection of
Mountain Trail Street and Countryhill Road
to be a Three -Way STOP Intersection and 2) Amending
Resolution No. 88 -507 By Deleting Therefrom Prior
Action Pertaining to said Intersection
OVERVIEW
This presents a Resolution designating the intersection of
Mountain Trail Street and Countryhil1 Road as a three -way stop
intersection. The resolution also amends a previously adopted
resolution by deleting language i r conf l i �t with the proposed
action.
DISCUSSION
In October of 1988 the City Council adopted a number of
resolutions enacting traffic control measures in West Village
(Tracts 4340, 4341 and 4342). Among those actions was the
adoption of Resolution No. 88 -507 designating a number of STOP
intersections throughout that deveiopment. Included in that
resolution was the designation of the subject intersection as a
one -way stop intersection, requiring only the traffic on
Countryhill Road to stop prior to entering the intersection.
With the opening of the new Arroyo West Elementary School, it
has become apparent that improved traffic control measures are
required at this intersection. It is recommended that the
subject intersection be changer t:ca a three -way stop
intersection.
RECOMMENDED ACTION
Adopt the attached resolution designating the intersection of
Mountain Trail Street and Countryhill Road as a three -way stop
intersection and amending Resolution No. 88 -507 by deleting
therefrom certain conflicting lanqu -qe

RESOLUTION NO. 41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MOORPARK, CALIFORNIA, DESIGNATING THE
INTERSECTION OF MOUNTAIN TRAIL AND COUNTRYHILL
ROAD TO BE A THREE -WAY STOP INTERSECTION AND
AMENDING RESOLUTION NO. 88 -507 BY DELETING
THEREFROM PREVIOUS ACTION RELATING THERETO
WHEREAS, Section 21351 of the California Vehicle Code authorizes
the City to place and maintain, or cause to be placed and
maintained, such appropriate signs, signals or other traffic
control devices as may be necessary to properly indicate and carry
out the provisions of the Vehicle Code or local traffic ordinances
or to warn or guide traffic; and,
WHEREAS, Section 21354 of the California Vehicle Code authorizes
the City to designate any intersection under its jurisdiction as a
stop intersection and erect stop signs at one or more entrances
thereto; and,
WHEREAS, pursuant to said authority, the City Council adopted
Resolution No. 88 -507 authorizina the placement of STOP signs at
various locations; and,
WHEREAS, said resolution designated the intersection of Mountain
Trail Street and Countryhill Road as a one -way stop intersection
and directed the placement of a ":TOP" :;i..gn on only the north leg
of said intersection; and,
WHEREAS, the City Council has determined that, in order to
better provide for the public health and safety, it is necessary
and appropriate to change the designation of said intersection to
a three -way stop intersection.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the intersection of Mountain Trail Street and
Countryhill Road is hereby ,esignated a three -way stop
intersection.
SECTION 2. That STOP signs stiall be placed at all three legs
of said intersection requiring !raffic= coming from all three
directions to stop before proceedi -ig through the intersection.

SECTION 3. That Section 1 of Resolution No. 88 -507 is hereby
amended by deleting therefrom the following:
"LOCATION 17. Intersection of Mountain Trail Street and
Countryhill Road -- installation of a one -way
"STOP" sign on the north leg, requiring traffic
on Countryhill Road to stop before proceeding
through the intersection."
Section 4. That the City Manager is hereby directed to
provide for the installation and maintenance of appropriate signs
and markings to effectuate this designation.
