Richards, Director of ommunity Development Date: July 22, 1991 Subject: Proposed change to parkinct standards regarding multi- level parking structures YMOT-0-711M. At the City Council's meeting of May 22, 1991, ,:onsideration of Industrial Planned Development No. 90 -15 (Litton) included a proposal to con=struct a multi level parking structure. At that meeting the applicant stressed a need to provide a parking space size less than that required by the City's Zoning Code. The applicant provides, the City Council with additional information at the meeting to support their position for an 8.5 x 20' parking stall. Litton provided a handout from the "Architects Handbook of Formulas, Tar)les, and Mathematical Calculations" indicating that a typical parking stall should be 9' x 19' wr ile a stall in a parking structure should be 8.5' x 19'. Also included by Litton, was a copy of 'he requirements from the City of Los Angeles which allows up to 40% of parking garage spaces to be designated for compact cars (7'6" x 15' compared to an allowed 8'4" x 18'). An addition + 10' in width is required when the compact or regular space is adjacent to a wall or column After hearing from the applicant; the Mayor suggested that staff review this matter as it related to parking standards for multi - leveled facilities see attachment). Article 15, Amendments To This Chapter, Section 8115 -1 -- Amendments, is addressed within the City Zoning Code, requires the adoption of a Resolution of Intenr on by the City Council so as to request the Planning Commission to set this subject for study, hearing and recommendation. ThE, City's current size for parking space is 9 feet wide and 20 feet long. In an effort to compare the requirements of othe municipalities staff has contacted each city in Ventura County to determine if they have any standards for parking garages. None of the cities in the County have any specific standards, althou(h the City of Camarillo requires that "covered off street spaces shall be a minimum of 1C), va e and 20 long interior dimensions" (Section 19.44.150 B). In a further effort to research the subjecr, Staff has contacted a number of larger municipalities which are known to have parking garages, to determine their standards. These cities include Anaheim, Long Beach, Pasadena, Riverside and San Diego. The following are their multi -level parking garage standards: • Anaheim. 8.5' x 18' (same as standard sizeo spaces), 19' length when adjacent to columns. 25' minimum aisle width for parking lots and ga ages • Long Beach. Same size as outdoor spaces (9' 18' with the same 24' minimum aisle width. • Pasadena. 9' x 18' for indoor and outdoor spaces with a reduction in aisle width if a wider stall is provided. For every 1/4' addition in stal width the aisle can be reduced by 1 foot to a minimum of 20 feet from 24 feet. • Riverside sets a standard sized space at 9 K 20'. Riverside has separate standards for parking structures. Structures with greater that ten spaces may designate up to 30% of the total spaces for "Small Cars Only" with a size :)f 7.5 x 15'. No alteration of the 23' wide minimum driveway aisle requirement is permit! d. • San Diego allows up to 40% of the total spaces to be designated for compact cars (7.5' x 15'). Standard size is 8.5' x 20' with an additional 6' v dth wher space is adjacent to a wall (standard or compact) Although there is a trend towards a reduction it the size of parking spaces, the lower lighting level will adversely affect a drivers depth percep Non and reaction time, leading to an increased likelihood for accidents to occur in both the dnvir g aisle and while pulling into a compact sized space. The only positive aspect of reducing eithe the size of the spaces or the aisle width would be the ability of the applicant to devote a greater amount of space to non - parking uses, possibly eliminating the need for outdoor parking. As c rrently written, the Zoning Code contains no provisions to allow compact spaces. Although the e is some ability to control the use of compact spaces in industrial projects there is no ability to do :,.] in commercial or office projects. Allowing the use of compact spaces within parr+ '19 � teach res will set a precedent for similar project requests. The three primary va iables are the angle of parking, the stall size, and the dimension of the parking lot componen! s. Knowing any two of these, you can easily find the other. Figure 1 -1 shows the relationsl,i( )f these variables. Example Because of a constricted site, there only a 50 ft. wide strip of land available for parking in front of a building.
