Multi -Level Parking Garages
At the City Council's May 22, 1991 mw eting, .;onsideration of Industrial
Planned Development No. 90 -15 (Litton) ncluded a proposal to construct a
multi level parking structure. At that neeting the applicant stressed a
need to provide a parking space size le, ,s than that required by the City's
Zoning Code. The applicant provided thy, City Council with information at
that meeting to support their position too arii 8 5 } 20' parking stall.
After hearing from the applicant; the Mayor s,�ggested that staff review
this matter as it related to parking st.,indards for multi - leveled facilities
(see attachment). Article 15, Amendmer fs lo I its Chapter, Section 8115-
1 - Amendments, as addressed within ti e City Toning Code, requires the
adoption of a Resolution of Intention oy 'he City Council so as to request
the Planning Commission to set this sublec, for study, hearing and
recommendation. The Council took sue f actlorl it their meeting of June 5,
1991 (see attachment). On June 5, 91 im— City Council adopted a

AN ORDINANCE OF THE CITY OF MOORPARK, CALIFORNIA, AMENDING ARTICLE
8 (SECTION 8108 -1.3) OF CHAPTER 1 OF DIVISION 8 OF THE MOORPARK
MUNICIPAL CODE ADOPTED ON FEBRUARY 20, 1991 PERTAINING TO VEHICLE
PARKING REQUIREMENTS FOR PRIVATE MULTI -LEVEL PARKING STRUCTURES
WHEREAS, on June 5, 1991, tre City Council directed the Planning
Commission to set a public hearing 'o review the City's current Zoning
Code as it relates to parking standard , for multi level parking
provide a recommendation to the :ity Council with raviewagtowards
updating the City's parking space regt, re rientf:-; and
WHEREAS, at a duly noticed pu �lic.; hearing on August 19, 1991, the
Planning Commission considered thi natter and recommended standards
for parking garages; and
WHEREAS, public notice having b-,en given in time, form, and manner
as required by law, the City council f the City of Moorpark has held a
public hearing on August 5, 1991, i7<A eceived testimony regarding said
subject, has duly considered the prop iseci Zoning Ordinance Amendment,
and has reached its decision; and
WHEREAS, the City Council ° as determined that the proposed
amendment will not have a significa !t effecT on the environment, has
reviewed and considered the informati ,n and deemed the proposal to be
classified as a Class 5 Categorical Exer- 1p'ir�n from CEQA.
NOW, THEREFORE THE CITY COUNCIL OF '-HE CIT ,` OF MOORPARK, CALIFORNIA
DOES ORDAIN AS FOLLOWS:
Section 1. That the City's Zorir -t Ordinance regarding parking be
amended as follows.
Add: Section 8108 -1.3.7 - Parking Garage Standards - Any single or multi-
level fully enclosed parking structure ocated in either the M -1 or M -2
zone approved with an Industrial P arned Development Permit may
allocate up to 40 (forty] percent of tr e total spaces for compact sized
cars. Compact sized spaces shall br x ` feet in size and shall be

On August 19, 1991, at a duly noticed public hearing, the Planning
Commission adopted Resolution no. 91 -246, recommending to the City
Council adoption of an Ordinance evising Article 8 of Chapter 1 of
Division 8 of the Moorpark Municipal ;ode pertaining to parking standards
for private multi -level parking strucrures. the Commission's proposed
ordinance allows up to 40% of the °otal number of parking spaces in a
private multi -level parking garage to )e allocated for compact cars, with
a stall size of 7.5 x 15 feet. Any soaces adjacent to a wall or column
would have an additional 6" in widtl All compact size parking spaces
under the Commission's proposal MUSt oe clearly marked.
Staff believes that 7.5' x 15' compac} space, are not of a sufficient size
to permit safe parking of a vehicle and recommends that the Council
continue to reject the use of compac -I Qac:es
Recommendation
Should the Council desire to americ tie C ty's zoning code regarding

Subject: Proposed change to parkinct standards regarding multi-
level parking structures

At the City Council's meeting of May 22, 1991, ,:onsideration of Industrial Planned Development
No. 90 -15 (Litton) included a proposal to con=struct a multi level parking structure. At that
meeting the applicant stressed a need to provide a parking space size less than that required by
the City's Zoning Code. The applicant provides, the City Council with additional information at
the meeting to support their position for an 8.5 x 20' parking stall. Litton provided a handout
from the "Architects Handbook of Formulas, Tar)les, and Mathematical Calculations" indicating
that a typical parking stall should be 9' x 19' wr ile a stall in a parking structure should be 8.5'
x 19'. Also included by Litton, was a copy of 'he requirements from the City of Los Angeles
which allows up to 40% of parking garage spaces to be designated for compact cars (7'6" x 15'
compared to an allowed 8'4" x 18'). An addition + 10' in width is required when the compact or
regular space is adjacent to a wall or column
After hearing from the applicant; the Mayor suggested that staff review this matter as it related
to parking standards for multi - leveled facilities see attachment). Article 15, Amendments To
This Chapter, Section 8115 -1 -- Amendments, is addressed within the City Zoning Code,
requires the adoption of a Resolution of Intenr on by the City Council so as to request the
Planning Commission to set this subject for study, hearing and recommendation. The Council
took such action at their meeting of June 5, 1 qc (see �Itta hment).

Currently, the existing Zoning Code does not cor ain any special provisions for parking garages
or a reduction in the required size of parking s p;{ ;e f;. ThE, City's current size for parking space
is 9 feet wide and 20 feet long.
In an effort to compare the requirements of othe municipalities staff has contacted each city in
Ventura County to determine if they have any standards for parking garages. None of the cities
in the County have any specific standards, althou(h the City of Camarillo requires that "covered
off street spaces shall be a minimum of 1C), va e and 20 long interior dimensions" (Section
19.44.150 B). The City of Santa Paula requires c v(.,r(,d s[-'ices to be 10' x 20' while uncovered
spaces can be 9' x 20' ;Section 17.58.190d)

In a further effort to research the subjecr, Staff has contacted a number of larger
municipalities which are known to have parking garages, to determine their standards. These
cities include Anaheim, Long Beach, Pasadena, Riverside and San Diego. The following are their
multi -level parking garage standards:
• Anaheim. 8.5' x 18' (same as standard sizeo spaces), 19' length when adjacent to columns.
25' minimum aisle width for parking lots and ga ages
• Long Beach. Same size as outdoor spaces (9' 18' with the same 24' minimum aisle width.
• Pasadena. 9' x 18' for indoor and outdoor spaces with a reduction in aisle width if a wider
stall is provided. For every 1/4' addition in stal width the aisle can be reduced by 1 foot to a
minimum of 20 feet from 24 feet.
• Riverside sets a standard sized space at 9 K 20'. Riverside has separate standards for
parking structures. Structures with greater that ten spaces may designate up to 30% of the
total spaces for "Small Cars Only" with a size :)f 7.5 x 15'. No alteration of the 23' wide
minimum driveway aisle requirement is permit! d.
• San Diego allows up to 40% of the total spaces to be designated for compact cars (7.5' x 15').
Standard size is 8.5' x 20' with an additional 6' v dth wher space is adjacent to a wall (standard
or compact)
Although there is a trend towards a reduction it the size of parking spaces, the lower lighting
level will adversely affect a drivers depth percep Non and reaction time, leading to an increased
likelihood for accidents to occur in both the dnvir g aisle and while pulling into a compact sized
space. The only positive aspect of reducing eithe the size of the spaces or the aisle width would
be the ability of the applicant to devote a greater amount of space to non - parking uses, possibly
eliminating the need for outdoor parking. As c rrently written, the Zoning Code contains no
provisions to allow compact spaces. Although the e is some ability to control the use of compact
spaces in industrial projects there is no ability to do :,.] in commercial or office projects.
Allowing the use of compact spaces within parr+ '19 � teach res will set a precedent for similar
project requests.
Recommendation
Maintain the requirement that parking spaces " ncicsed i)arking structures remain the same
size as open parking.

Planning Procedures for Parking and ti, e Work
When you begin detailed parking :,gouts, you can use Table 1 -1 and Figure 1 -1 to assist
in the calculations. The three primary va iables are the angle of parking, the stall size, and the
dimension of the parking lot componen! s. Knowing any two of these, you can easily find the
other. Figure 1 -1 shows the relationsl,i( )f these variables.
Example
Because of a constricted site, there only a 50 ft. wide strip of land available for parking
in front of a building. What does the , _ol figuration ,eed to be and how long of a parking area
will you need to park 30 cars?
Since you know the curb -to- curt:: dth available (50 ft.), look under column F in Table
1 - -1. Since the closer the parking angle , to 90° the more efficient the overall layout will be,
go down the column until you find the lumber closest to 50 ft. Since you will probably be
using a standard stall width of 9 ft. 0 ire (column F), find 50.2 as the closest figure to 50 ft.
This tells you that you will need a 40° 1; .rkrng angle (column A).
Next, parking 30 cars on both , id s of a single aisle means 15 ears per side. Reading
across the same row, find the curb lengt required 'o;r a 40° angle and 9 ft. 0 in. stall width

(1) Width. Every parking stall provided fur dwelling units shall

Proposal: Amendment to the Zoning Code - Article 15
Section 115 -1. Proposed change to
parking standards regarding multilevel
parking structures.
Presented by Craig Malin, Assistant Planner. Reference:
Staff Report dated July 22, 11,91.
Testimony received by the fol owing:
Eloise Brown, 13193 E. Annette Street, Moorpark, CA 93021.
Ms. Brown recommended that t}1e Commission consider private
parking structures over publi parking structures.
Commissioner Miller recommended no change to handicap parking;
and to provide compact stall - 7paces on multi -level parking.
Commissioner May recommendec allocations be provided to
compact parking, an allocat._ioz of perhaps 40%- 50% on compact
parking.
Motion: Moved by Commissioner Miller second by Commissioner
Brodsky to direct. staff to draft a, resolution
recommending 40% compact stall spaces with the
remaining 60% standard 9'x 20' parking spaces.
Motion passed by a nani.mous voice vote.
