SUBJECT: Consider Award of Bid for Picnic Shelters and
Restrooms
This item is presented for Council's consideration to award a bid
to Jevon Construction Co., Inc., for the construction of three
public restrooms and four picnic shelters as follows:

Bids for the construction of three restrooms and four picnic
shelters were received and opened on July 30, 1991, at 2:00 p.m.
at City Hall. Please refer to Exhibit "A" for bid details.
After receipt of the bids, staff was made aware of additional
information related to the work to be done at North Meadows Park.
Staff was informed about stub outs for sewer and water installed
at the park by Urban West Communities not shown on the park's
final as -built plans.
Staff contacted the apparent low bidder, Jevon Construction
Company, to inform them of the stub outs to discuss the bid price
change for the work to be performed. Staff also requested a quote
on upgrading the block wall construction bid from precision block
to slumpstone block to match the picnic shelter; prices for
exchanging the restroom partitions from metal to high density
polyethylene; paint the interior and exterior of the block wall

restroom facility with "ultra shield" graffiti paint; and
eliminate six soap dispensers. Jevon's prices for the items
requested were as follows:
1. Upgrade block restroom buildings from
precision block to slumpstone $ 81000
2. Credit for six soap dispensers $( 300)
3. Credit for sewer lateral (stub) and
eliminate 20' of pipe and street
excavation (No. Meadows Park) $(1,475)
4. Credit for 300' of water line to
connect to stub (No. Meadows Park) $( 700)
5. Exchange metal toilet partitions for
high density polyethylene $ 1,495
6. Application of Ultra Shield to both sides
of restroom block walls $ 1,945
Subtotal of extra charges: $ 8,965
Staff recommends elimination of the Ultra Shield
(staff can apply) $(1,945)
TOTAL EXTRA CHARGES: $ 7,020
As modified, the extra charges requested by staff adjust Jevon's
initial bid to $248,498.26.
PROJECT FUNDS:
The total funds appropriated in the FY 91/92 budget to construct
the restrooms and picnic shelters are $165,000.00. The low bid
for each picnic shelter came in at $7,707.01 above the budget
appropriation. The low bid for the restroom buildings at Campus
Canyon and North Meadows Parks came in $2,923.44 under the budget
appropriation. The low bid for the restroom at Griffin Park came
in $5,456.70 above the budget appropriation. This is because a
storage room is being added to the Griffin Park restroom.
Additionally, utility costs to connect electricity, water and
sewer to the restrooms were appropriated in the FY 91/92 budget as
the costs were unknown at that time. Utility costs for the
restrooms total $32,514.50 A summary of the project funds
compared to the low bid are as follows:

* Funds in the amount of $15,000 were appropriated in the FY
90/91 City budget for a Picnic Shelter at Glenwood Park. Through
an oversight in preparing and adopting the FY 91/92 City budget,
the funds were not re -appropriated. Staff will be recommending
the Council appropriate funds in the amount of $22,707.01 from the
neighborhood portion of the Northwest Park Improvement Fund to
construct a picnic shelter at Glenwood Park.
** Jevon Construction has agreed to eliminate this cost if the
City will pay Jevon the full cost of the labor and performance
bond with the first progress payment and schedule award of the
picnic shelters and restrooms at September 18, 1991, Council
meeting.
The Contractor will install and stub out electrical conduit and lights at each
picnic shelter at no additional cost. The City would be responsible to extend
the electrical service from the shelters to the power source to make the
security lights and receptacles operational.

When funds were appropriated for the picnic shelters and
restrooms, utility hookup costs were not included as the extent of
work to be done was unknown at that time. When this project was
bid, the bid documents identified the utility work needed to be
installed with the facilities and the bids received identified
those costs as previously mentioned in this report.
This project is to be funded from the Park Improvement Fund. The
appropriate park zone fund trial balances as of 6/30/91 are as
follows:

If currently budgeted capital improvement projects at North
Meadows Park of security lights of $7,500 and play equipment of
$4,500 plus the restroom building and picnic structures are built,
this zone will have a deficit of $16,605.00.
Staff recommends deletion of the North Meadows capital project
totaling $12,000 and proceed with construction of the picnic
shelter and restroom which would result in a zone deficit of
$3,947.17. As you know, City Council terminated the Fedelety
Lease so revenue projections for the Mountain Meadows Zone are
only through 12/31/91.
Staff will be recommending the undeveloped balance of the Arroyo
Vista Community Park continue to be leased. If this is done,
staff estimates additional revenue of $9,000 annually to the
neighborhood portion of the Mountain Meadows Park Improvement
Fund.

If Council approves staff's recommendations, the estimated 6/l/92
park zone balances would be as follows:

STAFF RECOMMENDATION:
1. Award bid to Jevon Construction in the amount of
$245,713.82 to:
A. Construct four picnic shelters, one each at Campus,
Glenwood, Griffin and North Meadows Parks. Appropriate
a 7% contingency/inspection fund of $6,357.96 for a
total project cost of $97,186.00 funded from the
Neighborhood portion of the Park Improvement Fund as
follows:

B. Construct three slumpstone restroom buildings, one each
at Campus Canyon, Griffin and North Meadows Parks at a
cost not to exceed $154,885.78.

Appropriate a 7% contingency/inspection fund of
$10,842.00 for a total project cost of $165,727.78.
2. Authorize payment of labor and performance bond
(approximately $12,000) with first progress payment with
credit of $12,737.50 for electrical service to picnic
shelters.
3. Defer capital improvements approved in the FY 91/92 budget
for North Meadows Park and authorize a loan to the
neighborhood portion of the Mountain Meadows Zone of
$3,947.17 from the Campus Park Zone with understanding it
shall be repaid when funds are received.
